16:45 tbh cops a jackass, he could of stand out in the rain and talked to him but he tried to "control" the situation too much. Bad training. Guy was willing to talk about it out in the rain. Cop reached and tried touching him first. Didn't even tell him he was detained or the reasonable cause for detaining. Going straight to hands on triggers a fight or flight response and in most cases escalates the problem
