Yes, but actually the "new" ultra shortcut (it was discovered like 2 years ago, I could be wrong) implies a cut similar to that (even if you have to do the first part anyway in order to skip the first key checkpoint and be considered by the game in the checkpoint region 0). Funny enough, this ultra has never been done without TAS, also because, if not done correctly, (as far as it seems to me) it doesn't save anything.. (P.S. I apologize for any English mistake, I'm Italian...)

Question #4...the programming of the AI favors the racer with the highest score. This is most likely to keep the player from running away with the cup. If you are able to knock a racer down in the rankings, the racers who passed him are now favored.
Sometimes when you bounce on the wall, you're bouncing where the finish line would be if it continued past where it shows up in-game. So you're bouncing backwards, back over the finish line in order to give yourself another lap. If you pass over the finish line, but turn in mid-air, then you'll land before the finish line. Even if it's only a little bit, then Lakitu picks you up and carries you back over for a second counted lap. I feel like there may be pause buffering happening to do the single-frame laps? I'm not 100% on that though.
Challenging the speed of light on a few of these stages. Also, imagine a racer in a car or on a track and field team with such huge disparities in lap splits. It would be epic.
