  • Pregnancy for many is a joyous revelation. But for migrant domestic helpers in Singapore, the discovery results in automatic expulsion, and possibly a lifetime work ban. The rules are so strict that employers are expected to report their helper’s pregnancy to the authorities.
    It is reported that about 170 pregnant domestic helpers are sent home each year. But actual figures could be higher because many of them hide their pregnancies and resort to illegal abortion methods in Singapore and neighbouring Batam to avoid losing their jobs for good. Employers are also not spared - they have to pay the price of repatriation.
    Why do domestic helpers still get pregnant despite the strict rules, and what happens when they turn to dangerous measures in desperation? Undercover Asia explores if there’s a better way to deal with maid pregnancies.

    FDW are reminded not to get pregnancy by their agency and/or employers. Shouldn't male foreign workers also be reminded not to get the FDW pregnant, resulting in unwanted/unplanned pregnancy ?

    I agree that the men that caused the pregnancy should also take the responsibilities. Like what Jewel said, they just got a girl pregnant, girl gets deported, cycle repeats again. They didn't recieve any consequences like not wearing a condom. Some even had a family like why you betray your family and hurt them?

    An employer should never be financially responsible for their pregnant worker unless they fathered the child. The fathers not supporting the moms and babies is a global problem, it's not just in Singapore or that area of the world. It's EVERYWHERE! I am in Canada and raised 2 boys myself so I know first hand what it's like. It's too easy for a man to make a baby and walk away from it. The mother needs emotional and financial support not just in pregnancy but for 18 years of the childs life until they can support themselves!

      Simply opt out. If you hire a domestic worker, you are an employer. An employer must provide worker's benefits, including maternity leave, domestic work or not. Otherwise clean up after yourself.

    I believe the law is not due to their permits or skills. There are some maids that end up married singaporean and have children here. The law is because of cost of giving birth and raising children in Singapore. Singapore is the most expensive city in the world.
    The maids are here to work and earn money for their family back home. Giving birth itself can easily cost 5 or 35 times their salaries if there is complication. This is not including the monthly check up and the cost of raising a child. Even for Singaporeans, having children is costly.
    I feel bad for Jewel and HK employeer. These domestic workers are adults they should understand their action, consequnces and responsible of their actions. It is not unplan pregnancy if they skipped protections.

    Support Singapore's current policy on pregnant FDW and not like the ridiculous law like Hong Kong. Imagine you employ a helper to help you out but ended up forking out more money to look after her instead. What next? Buy a house for the helper and apply citizenship for her and the kid?
    To those helpers engaging in sexual acts, you should at least use contraceptives but if both you and your partner are unwilling or unable to afford to do so, then be prepared to face the consequences of breaking the law. Do not expect the authorities to take pity that you need the job (cos if you really need, you would not have violated the law in the first place.) If the man allows or does not care if you get pregnant illegally, he is already a jerk.

      Why do you expect to have your cake at eat it too? Love and child rearing are basic parts of human existence and fundamental human rights. Nobody is forcing you to import domestic workers, you could just do your housework yourself rather than bringing people in and then treating them as machines instead of humans. If you’re going to hire them, then treat them with dignity

    if your helper gets knocked up the employer have to pay out of the nose for everything if there is no recourse to send her back. Wow, so if the helper decides to have the child, that means the employer have to pay for her medical bills and the birth of the child from another stranger. fantastic loop hole.

      If I were Jewell I'd just send her home. 1. Kill a baby if you retain the helper 2. The helper might repeat the same action 3. Better to get the mom to take care of her own baby than force her to continue to work 4. Abortion affects future fertility

    Deterrents like telling them not to get pregnant, 6 monthly pregnancy tests, or strict laws will only do so much. In the end, they are humans just like us. Some of them are lonely, and will get into a relationship and have sexual relations no matter what the employer or agency says. They are their own adults. Perhaps for this group of workers, it is also about increasing access to birth control pills, morning after pills and condoms to prevent the pregnancy - it may be the best "win-win" situation for both the employer and the domestic worker.

      You're right but what i mean is we don't have to be down right telling em, you guys are not welcome kinda tone cause their skills is replaceable. Instead of barring em from working in singapore, maybe they can send em back to their country and come back when they're settle with the pregnancy. The law push em to commit abortion etc, then you'll tell me they shouldn't have gotten pregnant in the first place. But they're only human, and human have the tendency of making mistakes.     I was raised by foreign domestic helpers and am now strongly against this idea.
    No one should be working overseas without freedom and choices. Places like Hong Kong and Singapore needs foreign domestic helpers because local employers have extremely long working hours that they cannot take care of household chores. Places like Philippines and Indonesia did not tackle their unemployment rate because the government can encourage women to work overseas and earn more than working locally.
    Without breaking the chain, both the employer's and employee's own countries would not address their issues properly and those poor women will forever suffer.

    Sometimes activists talk ….. Prefer Singapore’s law. People may think that it’s an unjust law but domestic helpers are here to work in the first place. If they want to have boyfriends and have fun, then take the precautions. This is called responsibility.

    I can't help but feel sorry for Jewel. I really hope that that helper and her partner get some bad karma. I also agree with her point that the men must be punished as well. There should be an avenue for the women to tell their employers about the male culprits. Or, MOM should have a law for the men who are guilty of getting the domestic workers pregnant.
    I also wonder, what if the pregnancy was a result from rape? If the women report it to the employers, do they still get punished or deported?

      Singapore law is very strict. They can report to police if there is no consent and the law punish severly. All of the pregnancy cases are due to 2 consenting adults.

      I think one of the points that the article brings up is that the law is very one-sided in Singapore. The point is that the Singaporean is protected but anyone else is not even if there is law stating that it should be the case. Showing the HK extreme lets us see what the opposite extreme will do in the same situation. Ultimately, they were trying to ask if this is the way we treat the people who aren't Singaporean? Or, as long as they aren't Singaporean, we can do and set rules as we please? What would that do to Singapore's prestige if other countries do not share the appraisal the situation?

So what for 2-4 year contract we will have to let the FDW rest for 9 months while we pay her and do the chores for her? Even if you accept that what happens after the child is born? Who will have to look after the child? Who will have to pay for ALL her fees? including medical fees? Food? Clothing? Please remember she is here alone with no family.

    The activists who say it is discriminatory towards FDW, but what about the poor employers who were not at all at fault for causing the pregnancy? It's always unfair to the employer because they have to foot all the bills.
    This is the difference from other WP, SP, EP holders, their employers are not responsible for the gynae and maternity hospitalisation charges.

      Nobody forced the employers to hire an indentured servant at less than minimum wage. Sex and pregnancy is something that inevitably comes with human existence. If they didn’t consider the fact that foreign laborers are also humans and therefore naturally will fall in love or become pregnant, then that’s their fault for looking at domestic workers as subhuman labor units and not full human beings with everything that entails.

Yet when it happens, the employer is blamed and has to foot the bills of repatriation plus costs of hiring a new helper.     It’s pretty sad that young girls moving to another country to be a maid to provide for herself and her family is a better option than staying in their country of origin. I have a family member from the Philippines that moved to Dubai to be a barista to provide for her teenage son who is now being cared for by his elderly grandparents. It doesn’t make sense. Theses countries need to do better to their citizens and provide viable jobs to keep them in their country of origin.

      @@nincigo9499 even if the employer provide maternity leave of 6 weeks. During this 6 weeks can the maid move out of employer house since she is on maternity leave?
      Then make sure she able to self finance her accommodation and feed herself and her baby during her maternity leave.
      Once her maternity leave ended, makes sure she don't bring a baby to work when a newborn need to eat every 2hours.
      Most importantly that maid cannot expect a single cent from any Singaporean.
      If all your maids can do that then we talk.

      Illegal immigrants from Africa do that in Europe all the time.
      That way they can't be sent back home, their children are European citizens, their parents have the right to stay with them no matter what.
      It breaks my heart whenever already pregnant women try to cross the Mediterranean Sea and then drown.
      Canada has a similar problem, but not as tragic, women from China fly there to give birth.
      They fly back with the baby, but when the child wants to come back later and go to college in Canada ... it would be for free.

      Whilst i agree there should be responsibility taken for it, not all migrant workers are blessed enough to choose where they work. As someone who has grown up around migrant areas i can tell you most have to work in certain countries because they need to send back money to their families. so whilst they "choose" to work there they are highly "influenced" by their situations. @@testusersg

    Ask the maid to sign an agreement that upon condition like misbehaviour in all aspects, you will be deported home at your expense when they arrive in singapore to work, one copy for the Indonesia office, embassy and one for the Singapore agent, MOM and embassy.It is up to the discretion of mom Mr Tan to enforce strict rules and regulations on the maid simply to avoid trouble...

      No point signing agreement - FDWs send most of their salary home and the rest they spend. No money to pay for anything when they get pregnant. Employers are also not allowed to hold back FDW salary under any circumstance. FDW can complain to embassy and employer gets in trouble - again.

      Because Singapore must pay for the kids because they’re born illegal here.

      So if they found out you’re pregnant while working here & you sign at first is NO PREGNANT DURING WORKS - now you broken the contract so they deported send you back to your homeland
      So the women can keep the kids & give birth at her country.
      Singapore always know as STRICT LAWS COUNTRY. They don’t want illegal kids - to protect their citizens first.
      Its sad for these girls - have unprotected sex with her bf. They must be carefully used condom & perms outside or use medicine pills.
      I feel sad for young adults girl since they’re not experienced so they make mistakes but for mature women, they should know it better…

    I hate that they see domestic workers as "unskilled" and "disposable". If they're so unnecessary, why do you keep hiring them? They're the reason many of your citizens have the option to become "highly skilled". If you have no maids, your "highly skilled" workers will have to balance housework with their office jobs. This is stupid!

      Not so much as stupid, as a stark reality of the laws of Singapore. Hence, expectations versus reality. Thus, this is the lawful fact and reality, which foreign workers must filter their choices through…not some mere fingers crossed, hoping for the best outcome or, a roll of the dice; hoping they’ll get lucky. The focus should be and remain that…I’m here to work, nothing more-nothing less…especially, if your (supposed) family back home is relying upon your income. Hence, knowing Singapore’s stance on pregnancy during employment should shape their decisions. The definition of consequences is neither negative or positive BUT, a result of one’s own choices…facts.

      Unskilled and replaceable =/= unnecessary - you're conflating words. That's how salaries are scaled as well everywhere in the world and no matter what job you do, you are paid well or less well depending on your replaceability - eg. if you're a McDonald's cashier or you work on the floor in retail, that's unskilled labour, it is necessary...but easily replaceable BECAUSE it is unskilled labour; which is why the pay is so low globally. Same with maids, unfortunately, the truth is if one of them gets pregnant and sent home, there are a lot more willing to come and fill in that gap.
      The reason, Singaporean employees are highly skilled is likely more related to SES factors and the SG education system than maids. There are plenty of latchkey children as well.

    Why can't we employ male domestic workers since they won't be much of a problem? It would be a win-win situation. It would be very difficult if the domestic worker that we employed suppose to work for us but instead they got pregnant.

      There are probably 2 reasons of why we don’t employ male domestic workers in Singapore:
      1. Since they’re men they have more job opportunities in their home country and hence they don’t need to find a job in Singapore. Rather misogynistic but it’s true.
      2. There’s the social issue of the lack of trust in men to take care of a family member. Since most people hire domestic workers to help take care of either a child or an elderly, they usually would want a female who’s usually more adept at household chores to take care of them.

    MOM should have just deport pregnant FDW worker even during covid.
    Also, not all FDW who got pregnant will learn their lesson. Sure no FDW wants to get pregnant when have sex. And SEX will get you pregnant. But you are fully aware that it has consequences. If the govt keep allowing them back to work in SG after pregnant, they will take it for granted and they may just get pregnant again without even completing their contract. Employers have to fork out alot to hire maid.

I have to foot $14k for my domestic helper failed pregnancy. Who is going to pity the employer. Employer is not always rich. Domestic helper is just importing their problems into the employer family.

    Domestic maids indulging in abortions and back to work is something these employers must be aware of incase these maids falls ill from such illegal abortions . If such abortions and done secretly will have a detrimental health to these women if complications were to happen. Such employment oftens comes with limitations in their employment rights ie no guest and no pregnancy when they are domestic maids living in their employers home .

    I see nothing wrong with having a strict migration and citizenship policy. Look at western countries becoming refugee camps and refugees abusing the social systems even though they haven’t paid taxes or with in that country. Singapore is open to the right people with the right skills. Moreover Singapore is a small country so they need to control migration.

    What if the domestic helper gets raped and is able to prove it? I'm wondering if Singapore considers this. Also is abortion legal in Singapore? There is this option too but of course it depends on the religious beliefs of the domestic helpers. Domestic helpers greatly depend on their employment since most of them may be the primary breadwinner of their family back home so I have a feeling that they are quite careful that they do not have consensual intimate relations.

    There is a very simple solution for the domestics workers: do not fornicate and only have children in wedlock. The one that is unfair is the mais that gor pregnant by her own husband. She should legallt be able to go back home, give birth and return. She did nothing wrong as it was her own husband. But she should have been aware that she can get pregnant. The employer that had to pay for the abortion and lost wages and all of this that is just unfair. She should not have paid for anything, since it was not her fault. She should have refused to pay for the murder of an innocent baby.
