    Good day Attorney Jeff, thank you for clarifying the history of Police force during American & Post-American Era. First under the supersvision of Insular Constabulary approved on July 18, 1901 headed by Henry T. Allen until it become the Philippine Constabulary on October 3 , 1901. I've noticed that after the American left our country there are bad habits that was practice in terms of promotion and appointing in service which is now known as backer system.     Good day again Atty. we are now in the 3rd Era of the Philippine Policing System, the American Era who gave birth to Insular Constabulary and the 4th Era, the Post-American Era where police service was reformed that gave birth to Police Commission (POLCOM) and what we called now National Police Commission (NAPOLCOM).     1. What is Philippine Constabulary?
    - Henry T. Allen was the first chief of police constabulary in the Philippines, and he is recognized as the "Father of Philippine Police." The Philippine Constabulary (Act 175) was approved on July 18, 1901, with the title "An Act Providing for the Organization and Government of an Insular Constabulary."
    2. What is Police Act of 1966?
    - It was founded on September 8, 1996, and its official name is RA No. 4864. The performance of the police force has significantly improved since its establishment. The Police Commission, or Polcom as it is more commonly known, was founded.

    1. Act No. 175 entitled "An Act providing for the organization and administration of an insular constabulary," which was approved on July 18, 1901, established the insulat constabulary. Henry T. Allen was appointed the first Chief of Police on August 8, 1901. Act No. 255 was enacted on October 3, 1901, amending Act No. 175, changing the name of the insular constabulary to the Philippine constabulary (PC).
    2. On September 8, 1966, the police were reformed, resulting in a significant improvement in their performance and efficiency with the passage of Republic Act 4864, commonly referred to as the Police Act of 1966.

    Philippine police system during American and Post-American Era 🤔
    1. The Philippine Constabulary previously, Insular Constabulary of July 8, 1901 Act No. 175 is approved, entitled "An act providing for the Organization and Government of an Insular Constabulary" and became a main branch of the Philippine Military. The first chief and father of Philippine Constabulary is Henry T. Allen, a graduate of U.S. Military Academy. On October 3, 1901, the Insular Constabulary is changed into Philippines Constabulary by Act No. 255. The members of the constabulary is appointed by political choices and do not need degrees and they wear brown uniform.
    2. The Police Commission that is now National Police Commission is formed by Police Act of 1966 or R.A. 4864 on September 8, 1966. It served as the legal guidepost in undertaking reforms of the police of the country. The Police Commission controls and supervise the Philippine Constabulary however, they can't eliminate backdoor practices that exist such as "Bata-Bata," "Tayo-Tayo" system, double standard of justice, and malpractices in personnel management.

    I have learned that during the 19th century Americans conquered and control our country, they created the Philippine Constabulary (PC) and Police was remained as one of the branches of the Philippine Military. In addition within the Post- American Era Police Commission was built that later on became National Police Commission but definitely does not eliminate the "Padrino System" that really affects the ideal set-up of the National Police.     • The Philippine Constabulary was a gendarmerie-type police force of the Philippines from 1901 to 1991, and the predecessor to the Philippine National Police. It was created by the American colonial government to replace the Spanish colonial Guardia Civil.

    • Republic Act (R.A) 4864, also know as the Police Act of 1966 was enacted that the police service was reformed resulted to a considerable improvement in its performance and efficiency.

    1.What is Philippine Constabulary?
    -From 1901 to 1991, the Philippine Constabulary, the predecessor of the Philippine Police, was a military police force in the Philippines. The American colonial government created it to take the place of the Spanish Colonial Guard.
    2.What is Police Act of 1966?
    -On September 8, 1966, the Police Act of 1996 was passed, establishing the Police Committee and amending and amending the Local Police System Act. They are in charge of keeping the peace, preventing crime, safeguarding life, liberty, and property, and apprehending anyone who breaks the law or violates the rules in their jurisdiction. The Polcomm (Police Commission) was established. They can only detain someone who has been arrested for a set period of time.
