I would argue that Ledger's Joker is just a giggly anarchist who likes wordplay. There's very little actually "clown"-ish about him beyond the makeup. An important part of the Joker that, thus far only Jack Nicholson's '89 Joker has captured, is that he makes use of very silly gimmicks that he turns horrifying by making them fatal. A hand-buzzer that electrocutes its victim to death, the squirting flower that squirts acid, or making the victim laugh themselves to death with his Joker Venom. If we could take the dangerous attitude and murderous unpredictability of Ledger's Joker, and mix in Nicholson's Joker's gimmicks and jokes, we would have a *really good* Live-action Joker that captures a more complete package. Jack's Joker had the gimmicks, and while he was certainly dangerous, he didn't come across as sinister and he didn't *feel* as dangerous. He was *too* joke-y.

There's a theory going around that Heath Ledger's Joker was in the armed forces. He would definitely be the best fighter of the three if it were true. It would make the most sense because he knew how to use different types of firearms and controlled explosives and had a mob of trained fighters that worked for him.
