No, after patter is scanned hel knock him the fuck out and game over.
He uses it yo block first few punches that he knows are coming, and he uses that moment to bring him to the ground and he will do it.
Its not something he uses so he can follow batman in a fight, its something hel use once to obliterate his opponent.
Just like in Civil War, after patter scan, he didnt fight with it against Cap for 5min, fucking 5 second, and Cap was out, Tony could kill him right there if he wanted.

depends which universe, he's killed joker many times in cartoon movies, and in tim burton's Batman, he's killed Bane and Talia in The Dark Knight Rises, so you'd have to ask yourself this question... which universe he mainly never kills.... and remember, in most universes he's killed, even in BvS cartoon movie

Obi Njubigbo Prep time is unfair to both sides. Take this for example: I know a guy has a weapon, I don't know what weapon , so I ask some of the people he's injured with that weapon. They say it's a knife.
So now I know he has a knife. To counter the knife, I'll bring a gun to the the fight. A knife has nothing against a gun, so I win the fight.
Prep time is stupid, batman in his standard gear would lose to iron man in his standard gear.
Barman in his strongest gear would still lose to iron man with his strongest gear.
