Monaghan's portrayal of THE JOKER (and three different versions) are widely praised by critics and even by other people who have played the role such as Mark Hamill. If Cesar Romero is included in a Joker list then so should Monaghan.

I think each brings something new and interesting to the table with every interpretation. Personally,I really like Jack Nicolson's joker:he is equal parts gangster,clown,and Psychopath. Albeit very campy. The two most serious versions would be Phoenix,and ledger. Ledger's being just plain brutal,while Phoenix's is probably the most realistic. Leto's, well is leto's. Lol

Cameron somewhere I believe on Twitter explained that in the final season of Gotham, they had a deal with Warner that pretty much is summoned up as Warner telling them “ok, you can offical make Jeremiah the real joker. You can make him look the real joker, give him the acid fall, give him a Hamil voice, and you can keep him alive so that Batman can fight him after Gotham is over. You just can’t name him joker is all. But everything else is ok”
I love every version of the Joker we’ve had so far. Each brings a different and fun take to the character.

my favorite joker is kevin michael richardson's joker in arguably the most underrated batman series: the batman. this joker is a short, insane, jester like villain. he can hold his own against batman, is very manipulative, and exists to cause nothing but utter chaos. his voice is deep and mature, like a more villainous joker. too bad he doesn't get the love all the other jokers do, he's a great joker. oh, and he also becomes a vampire in a tv movie, which is horrifying and cool at the same time

Mark Hamill’s joker is the best. Not only does the animation take away the limits of live action. But his laugh is the best of all of them and is the most “jokery” in my opinion. And has some nostalgia with me.
