As others have stated, fence is to avoid parking because there are always people wanting to find a spot for parking their four/two wheelers. I would also like to add, having the lake open 24x7 is a really bad idea. I can very easily see this become a bad place with people dumping trash illegally late at night, enthusiastic drinkers going in and making it a nightmare with noise, trash and bottles, and the last, homeless people will make that area their stay which defeats the purpose of having the lake-park open as a public place.
