I haven't seen anyone use water as well. You should wait about a month for the oils to mix once they are inside the bottle with the alcohol (ethanol, denatured or not, but look into pre-fixing) in a dark space.

I want to avoid Alcohol completely. Can i use Jojoba Oil or Glycerine or Almond Oil? If yes, what proportion would you recommend? Assuming that Alcohol (as a carrier) restricts the life of the fragrance to 10 mins of so. Will oil based perfume help me make it long lasting. Say a few hours?

I doubt this comment is useful by now but you could use propylene glycol its a safe alchahol that is even safe for consumption
I wish I had the recipe for Tzar by Vancliff & Arpels! They discontinued it but it was a great fragrance for men!

Sure, I can help you. I advise you to go to www.google.com and type in "making cologne for dummies" and then find a suitable website that has step by step instructions as well as a full recipe. Then you will go to www.amazon.com and purchase everything on the materials and ingredients list for your cologne.
You should also make a Twitter account with your products name (oh yeah, choose a name for your cologne, make it something sexy, like "Man Sweat"© or "Dusk Musk"© or "Man Juice"© and order special T-Shirts with your Twitter handle, this will make sense in the next step.
Then, when you receive all of your items, follow the recipe, and fill a cologne bottle and try it on yourself, this step is called Alpha testing. Afterwards, go out on the street, the busier the better, and start spraying it into people's faces, but the (unknowing) participants need to be part of your targeted demographic, so men in their 20s-30s, the more muscles the better. Then after you've sprayed them, with a loud voice, say "YOU LIKE THAT HUH??!". This step is called Beta testing, so make sure you film the interactions and feedback with a camera. If they get angry (very possible), just say "it's just a prank bro! But tweet me your thoughts!" and hastily run away.
Then you make a TH-cam channel, upload all of your Beta testing videos as well as the interesting tweets you will receive and then just rake in the cash!

You should age it in a dark, cold room for a week.
she didn’t add any carrier oil that will help the scent stick to the skin. add a few drops of glycerin, vegetable, or coconut oil so it lasts longer

a lot of naturals can smell like bug spray. You have to add florals, which are expensive, to get them to not smell like bug spray. Besides, some bug sprays smell really good. If the scent is too strong, thin it out with more alcohol.
