Hi, first thing first, whatever the country is, if such a machine machine is subject to a breakdown, the insurance won't pay anything (maintenance grossly neglected). This looks like one we also cleaned long ago, it was installed in a bakery (hence the rusty color, overheated flour from ovens). Beware with what you are calling "compressed air", as it is in fact CH₄ (methane, hence the flammable security logo on the spray), which could explode in a closed room. You use way too much thermal paste (at least 4× or even 5× times too much), more in this matter being synonym of worse - also, several people have tested _all_ the possible patterns and it appears that the best one is the regular one : just a tiny ball of it at the center of the CPU|GPU, moreover, spreading the thermal paste before assembly is even a worse practice, as it induces bubbles, hence less contact with the radiator _in fine._ Water cleaning could be used, BUT only with an additive to avoid instant rust, but in any way, isopropyl alcohol is better and can easily be filtered with a paper coffee filter, and most of the time (real) compressed air is sufficient. O_o there is a slight discrepancy : you cleaned memory sticks with RED radiators, but re-installed memory sticks with BLUE radiators… And all of that to run window$, erk !

You should have moved the fan on the CPU cooler to the front so it would pull air from the front and out the back fan. Having it on the top is pulling hot air off the top of the case and trying to cool with it.
