China owns most of the global supply chains for copper. The US wants to get them back.
Copper is essential for the modern economy, and China has control over much of the world's supply. China is also the world's top buyer of copper ore, the world's top refiner, and the world's top consumer. Most of all, China has deep relationships with mining companies and their host governments, after years of huge infrastructural investments across the developing world.
The United States is already at a disadvantage in our efforts to "friendshore" the copper industry. Making the problem much worse is the Biden Administration's hostility to domestic mining, which has seen the cancelation of massive new projects that would have brought millions of tons of copper to the market.
Now the US is trying to build relationships with copper miners across the world, and has budgeted about $800 million to the effort. Last year, China spent more than $19 billion on new mining projects outside China.

    I'm a semi retired, 77 year old mining engineer. I've worked on many projects throughout Africa for more than 50 years. The USA has no influence in Africa, Africans are tired of being dictated to. Chinese are everywhere in Africa building roads, airports, ports and communications networks while the USA fights endless wars with borrowed money. While some African politicians may pay lip service to the Americans, it's always the Chinese who get access to their resources at the end of the day.

    More Chinese propaganda in this episode. US restrictions on mining domestically isn't new. Since John Muir, the US government has always been sensitive to preserving its natural wildlands and generally mining is destructive.. Most mining that's permitted in the US today is highly regulated and generally out of sight in the relatively empty (of people) states west of the Mississippi in states like Colorado and Utah. Suggesting that domestic regulatory policy has anything to do with overseas foreign policy is ridiculous. In a demand driven economy that in particular does less industrial manufacturing like the US, natural economic interest in overseas copper mines can be expected to be minimal. The US government is doing its job if it recognizes a national strategic interest in a Zambian copper mine that is likely closed because Zmbian costs are far higher than mining in neighboring countries. If it makes sense to invest in a mine today that might not return its investment for 10 years and far later than other investments, then it should be investigated. And, better yet a lot of petro based economies today are looking for investments that can ensure a steady return when demand for their oil no longer can support their economies so it does look like a possible win-win solution for Saudi Arabia to participate. I see nothing to criticize in this story, only the analysis that tries to fault anyone for the possible partnership and business deal.

    “The Chinese government buys a 1-way ticket to Africa and South America and they take $10 billion with them.” That just tells me everything. I am from British Columbia, Canada, and when I drove by a big copper mine close to Kelowna a few months ago, I asked my local friend “who owns it?” He said “The Chinese”. I should have known!

    It is such an interesting game that the US is playing with China, trying to corral a copper supply, for instance. Let Wall Street do it! China is playing such a bigger and more sophisticated game than the Americans are, and in 5 years, China will have a tight lock on most of the good copper mines in the world, and the supply chain for refining and distributing it. Unless pigs learn to fly. US hyper-capitalism backed up by Wall Street and a few government bureaucrats is not much of a match for China’s lock down and tie up all ends approach, especially since its economy will double in size in the next 10 years, and trade surpluses will continue along at $US 1.1 trillion per year for the foreseeable future. Now, where do you think China will invest that $US 1.1 trillion now that it has built out a lot of its own industries and infrastructure? EVERYWHERE in the Global South and the rest of Asia perhaps? High speed rail connecting a lot of the major areas there? 5G with 2 million base stations in Africa? Ubiquitous systems for small, driverless EVs. It boggles the mind.
