  • China's outbound Foreign Direct Investment is in transition, from a focus on major logistics investments (ports, railroads, highways) to fixed asset investments (factories, income-producing assets).
    This shift is evident in the ASEAN countries of Southeast Asia, with large projects coming online in Thailand, Malaysia, Indonesia, Vietnam, and Laos, with more planned for 2H of 2024.

      wether that is a lot of money depends on where it's spent, for example, that $61 billion went into defence contactors, to make expensive weapons and make a profit. just an air defence missle made by US always costs above $1 million. expensive military equipment for very little value in the war. however, when u look at that $26 billion, it's being spent in cheaper countriers, cheaper to build factories, hire workers and cheaper to operate these projects overall and the $26B can be very valuable and beneficial. instead of $61 billion just going to 3-4 weapons making companies that will take that money and give u very little value for it

    For the longest time, the US looked at most of the ASEAN countries as sex tourism destinations. This has skewed investments into hotels, resorts, bars, and brothels. Obviously, you won't get a lot of development going there.
    China's approach has been much more in line with its general prosperity mantra. How do we get the people to a level of income such that they become productive workers, as well as consumers? Infrastructure development naturally follows.

    Historically, the West doesn't invest much in overseas infrastructure building or industrial.
    They just want to get cheap parts or materials from others to supply themselves.
    But the situation has changed.
    Belt and road opened up the door for countries to be better off from upgrading and producing the finished product themselves.

    Most of the political leaders in China have multiple degrees including: Engineering and MBA (from top ranking universities), they are more Capitalistic than the West capitalist! These Chinese leaders also have real life experience in the business world and grassroots community work experiences (eg farming). Even some of the high ranking military officers have aforementioned multiple university degrees.
    Unlike the West, most of them are lawyers, some of them barely passed their bar exams. And we all know what skill sets lawyers possess.

    The rapid expansion of China’s factory investments in ASEAN countries is very likely driven by the four motivations (market, resources, tariffs, vertical integration);
    1st … capturing ASEAN country markets such as cars in Thailand using locally produced products. (including imports, Chinese owned local factories, joint venture factories, junior partner or hidden linkage to local domestic businesses). Note, China exports of key components/subsystems will feed the supply chains of these factories.
    2nd … China’s factories need the import of natural resources from ASEAN countries like ore, metal, hydrocarbons, lumber, agriculture. Now that the rail link between from China extends through Laos, I expect Chinese investments to create coffee plantations that will turn Laos into a major coffee exporter (just like Vietnam but the soil and climate are even more ideal for growing coffee & thinly populated Laos has lots of land waiting to be used)
    3rd …. Tariffs and sanctions targeting China force Chinese companies to bypass these obstructions. Investment in factories outside China is the work-around. It also allows most of the product’s components/subsystems to bypass restrictions by assembling them into the final product in ASEAN countries. It also creates opportunities to obtain sanctioned products. For example Huawei could set up a factory in Vietnam that imports nearly complete computers from China, then installs the forbidden processors in Vietnam. To make it look more palatable to western politicians, a western company could on surface appearance own & manage the factory in Vietnam.
    4th… China values the complete supply chain; from raw material in the ground to finished product. China also values the complete business chain including the supply chain, the transportation chain, and the market. Look at where the money goes between product leaving the factory to consumers paying for the product. Chinese companies see Apple getting 90% of the profit for 10% of the labor and see an opportunity. Companies start with domestic foreign joint ventures making GM and VW very rich for over a decade. then established their own products for the domestic Chinese market. Now Chinese companies are leveraging their domestic product capabilities to displace foreign competition everywhere in the world. This includes establishing distributers with local marketing and sales and product support. Vertical integration includes more than production of the product. It includes from factory to consumer sale transaction and this requires footprints in the local markets (not just investment in ASEAN factories but also investment in retail business like car dealerships).

    Kevin, the currency from net export does not belong to the government. It's the effective tax rate of taxable income that the government owns. Moreover, the corporates who own the net export will need to convert the currency to renminbi for working capital, investments, etc. Although the government certainly has access to the deposits of the net export because banks only have to satisfy the required reserve ratio, the PBOC will need 3 months of Chinese net export surplus to preserve the currency band.

      All exports settled in USD must go through the Central Bank for clearing. The Central Bank belongs to the government which then covert the USD into RMB for the exporters. So the Chinese government has lots of USD.

BYD will in turn pay taxes, which is the money that the Chinese government gets to keep. The entire portion is not taken by the PBOC; otherwise, how would BYD, in this example, pay their employees and buy more cost of goods to make more cars.

    ASEAN is the largest trade partner for China, and China is the largest trade partner for ASEAN. ASEAN is going to see rapid development and growth if they partner with China, and it's becoming really obvious as we look at development in Laos, Thailand and Vietnam. It'll be amusing to see how much the Filipinos get from the Americans.

Also China government expenditures are double digit trillion yuan, this far exceed any profit (if any) from taxing. The China government like others are still needing to borrow.
