    When I extrude it the face is moving with it, I want to just make the edge of my pants around the waistline thicker without adding unwanted complexity to the mesh

      1. try deleting your construction history on the mesh first. (Edit-->Delete by Type-->History),
      2. and then make sure you are in vertice select mode.
      3. Grab the verts around the waistline.
      4. I usually hit "B" to turn on soft select so it influences the surrounding verts a little as well.
      5. Then hit "W" to go into your move tool, and check the tool settings. Switch the "Axis Orientation" to "Normals"
      6. Then try moving the manipulator handle on the different directions.
      Sometimes this method doesn't work because the normals aren't all facing outwards from the model. At that point, you would need to go into the "Mesh Display" menu and play around with re-orienting your normals.
