Nice work Jack, the washer is a Belville washer. The one you're working on is different than the ones I have worked on, don't think I have worked on one over 1972. You have done great troubleshooting on that ignition system, lots of folks like it, but some say they are problematic. I don't know, never saw one.
Not a dumb question James, especially when dealing with someone my age. Yes there was gas in the carb, but same result with gas directly into the spark plug hole. It fired with starting fluid. (ether)

You may need a harder kick to spin that Thing over fast enough to get spark everytime! Get a teenager on that thing! LOL LOL!
There a few cows out in the pasture that could provide a good kick, but it may be hard to direct their feet in the right direction.
