its a solid engine, to be sure...but it's not safe for road yet. Get a new chain (check sprockets too), new rotor for the back brake may be necessary (looked pretty rusted, but you may be able to clean that yourself), new rear tire (you don't want to just plug it, especially if it has an inner tube), and a cheap fairings set to replace those loose ones (you can get a whole set for less than 400 bucks, and it comes with a seat cowl). The bike looks like it's been dropped a bit...clean title? I'd be concerned about the frame and forks. Make sure the forks don't leak when you push down on them.
It's a project bike, bro...I don't know where you thought it would be a good beginner bike, considering all the work that needs to go I to it...but, hey, to each their own. Ride safe, keep the rubber side down, and enjoy yourself✌
