Depends, raw rasterization no, the 7900XTX is right behind the 4090 in rasterization. The 4070Ti is closer to the standard 7900XT in rasterization, slightly behind generally. In ray tracing however the 4070Ti is faster, higher quality upscaling slightly with DLSS and noticably more power efficient than the XTX which is nice for smaller builds. So it depends on preferences and needs I'd say. If you dont care for RT or its not your main priority and want to get max FPS for best price the 7900XTX is probably the best choice.

I have a 2070 super. If you blast dlss or fsr frame generation you’ll get awesome graphics with the help of AI. But you wouldn’t be able to go all out with ray tracing / path tracing. If you want to turn some of those on I would go for a 3080 minimum to turn on some of those ray settings
