At 44 years old I finally feel ready to settle down long enough to buy a house. Simply apply for it. You may apply with your business banker, online, etc.

The government typically pays after the product or service has been delivered. Therefore, funding aka cash is needed to pay for the thing being sold to the federal government.
you'll have to pay your subcontractors for the work prior to the government paying for the work. . . so lot's of times that requires a loan where you pay back the company with interest . . the company who gives the loan must be able to confirm the security of the contract and all the details of how you will fulfill the contract/job.

Don't you need clearance for gov contracts. And wouldn't all the people underneath you need clearance too. Regardless of them being subcontracted (maybe exceptions for those that just pick up and drop off)

What do you mean by project management. What part should we do to equal the 51%? They say middle man is illegal unless you are doing 51% of the work?
Most who say that don’t have contracts. Project Management means managing all elements of the contract, sub(s), finance, etc.
Services, the small business prime has to perform 51% of the labor. Simply subcontracting all the work out and just doing the PM does not get you there. Small business owners have to certify, ie, sign their name that they will do 51% of the labor. If you certify with no intentions of doing 51%, that’s a fast way to debarment. Your strategy can work, but the SBC needs to figure out a way to perform enough labor to be compliant. Oh, and I have contracts… I’ve won a couple billion worth of services contracts.

@@msrednosepit8434 Hi! There are a few options. FAR 52.219-14 Limitations on Subcontracting is the governing regulation on this issue. First, a prime contractor could find a pest control subcontractor that is similarly situated, ie also a small business in that NAICS code. Second, a prime contractor can hire a qualified pest control technician as an employee that works with the subcontractor and under their license. Remember, the 51% calculation is only labor and does not include the supplies or ODCs. One other word of caution I have in this area is that the prime contractor must flow down certain FAR clauses to the subcontractor. Some small companies that are commercially focused will not agree to those terms. A few big areas is compliance with Service Contract Act wage rates, e-verification, Buy American Act, and CMMC. The prime contractor is responsible for ensuring their subcontractor is compliant with all the applicable FAR clauses in the contract.

Second, you could work with your subcontractor to hire one of their employees, but perform the work under their pest control license until you get your own.
If it's set aside, you can't "middle man" the contract to someone else, right? You are responsible for 50% of the work. Now i heard conflicting accounts. I heard that your tier 1 subcontractor counts for the same percentage of work as the prime doing it themselves. I've also heard that is incorrect.
