Why would a contacts chat keep switching to sms/mms then to chat message? Is it because they keep changing the setting themselves? Also if I'm blocked, I wouldn't see the chat message enabled right?

I'm sure we both have stable connection, it's just that they keep saying my message are not going through and now all I see is sms for months now, that could be because they might have switched the chat rcs for me? I asked them but I don't think they are being honest lol.. Because I don't think they want me to see read receipts etc? They are now getting my sms but like rcs is off from their end
I just tested it on mine and emojis showed up. Did you try holding the message box? Maybe the message may not have been delivered yet, thus you can't add reactions?
ive got 1633 contacts on my phone, after downloading RC, i found only 7 of them is using RCS service so whats the point if the service wasn't enabled straight out of the box, who will spend time to swipe the youtube to find out how to enable it
You can't disable the system app. What I've done is install Google Messages and wet it as default. Then I'vr hidden my old SMS app inside a folder. Or if your launcher allows it, hide it.

If you disable it. Then turn it on again... does it verify your number as if you're setting it up for the first time? Or once you set it up the first time you can toggle it on and off without your number having to verify?

When it switches back to SMS, that means you or them don't have a stable internet connection.
If you're blocked, you won't be able to use it.

I see where it's connected and even some of my threads say chat instead of text. But none of them let me react to messages with Emojis

It should be just the first time.
Your number is re-verified if you uninstall the app or change the default SMS app.
