It has a GF (Fermi) chip. That makes it a 400 series card with no DX12 support. Partial support for DX 12 appeared in the 600 series. Nvidia did all sorts of garbage like this back in the day. I have a 4GB 730GT which is actually a 430GT. Nvidia released 3 versions of the 730, two of which were Keppler (one with 64bit DDR3 and one with 64bit DDR5), and a third one with Fermi (128bit DDR3) which is the one I have. Depending on the game, there's a factor of 3 difference between them. Obviously, my 730 4GB was slower than a Radeon HD 3850 with 256MB or RAM.
i put together a quad channel xeon e5 2690v4 system with 64g 2400mhz ram as a project from aliexpress, didnt have much hope for it since its aliexpress but the system exceeded my expectations by A LOT. Total cost was 200 dollars, if you are interested i can share you the details.

My GT 730 2GB ddr5 has that same exact cooler and its complete crap. If I do any sort of gpu intensive tasks, it shoots to 80°C
