If I wrote a Batman run for DC I would keep all of the heavy hitters in Arkham as much as possible and give the more obscure characters like this who have potential a spotlight.
How about in the same way that the Klaus could alternate between snow man form and human form, if you were to retcon it, you could keep the same origin, except Klaus's father was in his human form when he and his mother had sex. Also change it to Klaus needing to commit crimes in order to fund his expensive, arctic environment hideout where he lives.
Honestly, if I was to change this character, i’d have him be a meta human born with this ability, due to some of his genes being scrambled from birth, I also have it be a bit of a split personality, Klaus Kristen is an eccentric playboy While the Snowman is an aggressive, violent, and uncontrollable beast, Kristen constantly tries to keep it under control, but he wouldn’t be able to stop losing himself to his monstrous side.

Maybe some changes to his story could bhe that yetis are infact shapeshifters. That would explain why they are so hard to find as well as why she'd fall in love with his father before finding out the truth. Alternativly she could have been trapped there for a long time and learned of his humanity as well as intelligence, thus fallen in love with him Beauty&theBeast style. As for why Klaus cant move permanently might be cause it's Gotham. Someone could have a grip on him. I can imagine something like that. Personally i think he should be re-written cause he does have too many similarities to MrFreeze of having icy powers and not being able to handle heat non-fatally. Like in my opinion he shouldnt have the problem with heat unlike other heavy furred animal, instead i think focus should be on his immunity to cold as opposed to his weakness towards warm enviorments. I'd remove that out of the equation all-together as he IS a shapeshifter who can take on the form of a yeti. Not a yeti all the time. What do you think?
I like the concept of this character, but I too feel that he needs a bit of a reimagining if you were to bring him back. I would just say that his mother knew who rescued her before the whole... um... making a baby bit. It’s a little flimsy but it’s better than her not knowing she was making love to a giant ape. As for his powers, I’d drop the shape shifting part, and give him a Killer Croc look of a more human-looking beast. Think a human-sized abominable snowman (and make him wear pants, the lousy streaker!). But would still have the freezing-touch power. Here’s his new origin would work: His parents make love like up in the first story (but with the change mentioned above). Klaus is born as a half-man, half-yeti monster, and his mother dies after giving birth. Klaus is locked up in a government facility near Gotham (possibly and ARGUS facility) for his entire childhood and early adult years. Eventually, he escapes and commits robberies. His plan is to fun a one-way trip back to the Himalayas to find his father, plus his need to live in cold climates. Batman intervenes, but makes sure he has a special cell in Blackgate as opposed to being locked up in a lab. Basically a Killer-Croc-type character who only wants to leave Gotham to go where he truly belongs. This way you could do more stories with him if he was to ever return. If he ever returns, I think something like this would be a great reinterpretation if the character that would fix some of his flaws.
I think he just shouldn't be half-yeti tbh, just make him the result of an experiment or perhaps if he is half-yeti he was the result of a conscious attempt to recreate a long dead species using both "yeti" DNA and human DNA. It's not exactly original I know but it may work.
Came up with my own stupid, Silver Age style villain : Emanuel the were-man; on nights of the full moon, he turns into....a completely different human guy, complete with unique DNA and fingerprints, only committing crimes on those nights, leaving police researching evidence for a criminal who does not exist any other time.
The Snowman is an interesting villain. I didn't know that His mother was pregnant and making love with the abominable snowman, and had a kid whose half yeti half human. I feel like this character would be a good character for one episode of Batman : the animated series and titled called "The cold gripes of the Snowman." But then could have a sympathetic moment like Mister Freeze of course. I would like to see more forgotten Batman rogues appear in medias, who knows what the next one would be ethier in a video game, a movie, Tv Show or a new comic series.
Klaus Christian would make a better love interest for Killer Frost or a mythic ally of Captain Cold. Snowman would be best rebranded as a chauvinistic athlete monster as the thuggish Snow-Beast. Kind of prolific to Shaggy Man or Marvel's Wendigo in ways.

I haven't read the comic, but looking at the comic text on-screen, the confrontation in the first issue happens in Switzerland and "Klaus Kristin" is a pretty German-sounding name, so it could be that his family were from one of the countries in the Alps (like Austria or Switzerland) and he grew up near the mountains there. You're right that yetis don't have the ability to freeze things in the original folklore, but there are other examples of them having such a power *in fiction* just because it seems like a natural ability for a monster that lives in an icy wilderness and makes them more intimidating monsters to fight.

witch the Silk Road and all the building going on in Tibet/Nepal/Bhutan this character should make a comeback. I would say in another 10 years when all 3 nations are attached to the rest of the world by rail and road and though they have built a handful of new airfields in the next decade more will be built and there is plenty of tourist/money for him to want to rob.... he should wear a mask and shave his body so he can be in public and interact with other humans in a more personal level in public and private places.
Yeah this character probably was forgotten because why the balls was he a Batman villain??!??!?!?! Dude should have been a villain in someone else's story, if any in the Superhero genre. Like you said, this is more of a one shot horror story monster, not a Supervillain. XD
