I think he has decently large role in the winding gyre but I do think a full story is necessary and if harley quinn gets another season I want him on the show.

Ah, yes, good old Cornelius Stirk. I remember him from Knightfall. He seems like an okay villain, but yeah, he is really similar to Scarecrow and Clayface, in terms of abilities, anyway. But I think he could work. He might also be too gruesome for Batman. Yeah, his stories can be dark, but most of the ones I’m aware of have got nothing on Cornelius here. It’s not surprising that he hasn’t been in any other media aside from Gotham. Not even Arkham Knight would use him. I do think that Gotham would’ve fit Stirk perfectly, especially in its later seasons as it got more insane. But I too am not all that upset that he’s gone. He has a “fun” personality and a creepy design, but he is a bit derivative of some other rogues. Also like a lot of the Grant/Breyfogle rogues, it seems like his creators didn’t have too many ideas for him. A lot of Allan Grant rogues have that. Corrosive Man, Tally Man, etc. But I think it’s a shame that most of their rogues have disappeared into obscurity, since most of them are pretty good. Even their most popular rogues aren’t exactly the top of the Arkham food chain. The Ventriloquist, their most popular villain it would seem, is still struggling to rise above B-lister and into the A-lister category. Zsasz is basically in the same position as Arnie. And Anarky, despite his popularity, is still sort of a minor villain. He’s the only one of the 3 who really sort of is a B-list villain, at least at the moment. Ratcatcher is pretty much in the same boat as Anarky. It’s a shame that great rogues like these are swept under the rug of rogues like Joker and Bane. I mean, they even killed off the Ventriloquist alongside C-listers like Orca and Magpie (although it is ironic that it was the second Tally Man who offed Arnie, considering that Grant also created the first Tally Man. All I can hope is that someday, DC starts treating the Grant/Breyfogle rogues with the respect they deserve.
I 100% agree with you, lesser known villains like the Ratcatcher, Anarky, Lock-Up, Deacon Blackfire, The Clock King, Maxie Zeus, Calendar Man, Magpie, the Ventriloquist and Scarface should appear more often cause they fit in Batman's rogue gallery very well. I also wish some of these minor villains like the Ratcatcher, Anarky, Lock-Up, Deacon Blackfire, The Clock King, and Calendar Man were in the show, Gotham cause they would've been perfect in that show with some good writing and arcs for them to be great villains. It's cool that Cornelius Stirk appeared in the show, Gotham in one episode as a cameo, but one episode of him would've been great and creepy as a grim cannibalistic episode and the show did that with Professor Pyg, they could've done something new and original with the character to make him unique and different.
Cornelius Stirk sounds like one hell of a bad guy! Such a shame he's become so obscure. But since other obscure baddies like Firefly and Pyg have gotten more attention and recognition over the years, maybe Stirk will have his day in the spotlight one of these days.

I actually really like Stirk, I feel like his personality and gimmick really work well together to create an interesting villain. I feel like you focused too much on his similarities to other Batman villains and didn't judge him on his own enough. BUT that's just me and at the end of the day it's your opinion so it really doesn't matter what I think.

Honestly, I get the feeling that he'd be more interesting if they got rid of his illusion powers and just focused on his mannered persona and him being a cannibal. Go for giving him a niche that not so many of Batman's rogues already inhabit. I think his powers are kind of pivotal point in his reason for why he has cannibalistic urges because he's delusional and thinks human hearts is medicine for his psy powers but without them he is way scarier and is more similar to chop top sawyer, in fact he has lot on common with chop top.

Cornelius Stirk would be ideal for a 3rd variant of The Batman as a deranged enemy of Jim Gordon and Batman. He'd ally well with Mr. Zsasz or Jane Doe.

There just really isn't anything Hush does that isn't already done better by someone else. It leaves him kind of irrelevant, and for the most part his personality/gimmick isn't unique enough to make up for it.
