Ok about the actuator replacement, the actuator itself is unlikely to be failed easily because it's just an actuator arm using vacuum to operate to engage & disengage the front diff from the front wheels so the diff don't rotate with the wheels when u don't need it to rotate, i remember u covered this in video sometime, the 4*4 light flashing to tell u that the actuator arm did not disengaged completely as it should which means its stuck in somewhere in middle, So let the light flashing & check the actuator arm under there u will find that it didn't disengage completely because the actuator didn't get enough vacuum due to failure with the vacuum solenoids or vacuum leakage somewhere. I didn't face this issue with my missing truck because the system was missing a lot of components plus i always tried to keep my truck away from muddy situations , but i was planning to change the all vacuuming thing to an electric actuator, even when it looks hard & tricky but when i keep seeing this flashing issue with another K74 owners i thought that i should find a good solution for the all thing, and an electric actuator will be the better solution, which means u get red of all the vacuum lines & the solenoids and the actuator u just replaced & put an electric one & u figure a way to amount it there & connect it to a manual switch or with the 4*4 sensor that mounted over the gearbox, think about that & tell me if it doable.
