Hi guys, I can confirm the validity of this strategy even after the Arms Against Tyranny update. The changes do not affect this strategy directly. Such an awesome guide! With it I was finally set up and geared to proclaim greater italy for the first time (I barely have 200 hours of actual playtime of hoi4 so, a total noob haha) Thank you very much for putting out a guide with such quality!

The guarantees are normal, you mean that they refuse the ultimatum? That almost never happens to me, are you playing historical? In any case, if that happens, it's not a big deal. You can just continue with the rest of the strategy normally, and you just conquer Yugoslavia during WW2 and annex them in the peace conference. You end up annexing them even a bit earlier than we would normally do with the regular strategy. The main difference is that you won't have access to their troops to protect from naval invasions.

You should do a Naval Guide with Italy, rushing puppeting Iran for the oil, having 4 carriers before the war, with cheap CA… Can defeat the UK navy it’s fun
I like the idea, but I must admit the navy is not my favorite part of the game. So I usually keep naval warfare to a minimum. I'll study more about it in future and make more dedicated guides!
@@MachiavellianStrategist I did myself a challenge to only sealion after defeating the Royal Navy, you get a little behind in the AirGame but it is fun. But i know, navy is not as important in the game as a whole, so is more of a gimmick than a effective strategy.
@@MrScarduelli actually, what you just mentioned is one of the biggest issues with hoi4 in my opinion. Sea Lion is one of the main reasons Hitler lost the war. Even if the luftwaffe achieved air superiority, it is very unlikely that the Germans could ever defeat or bypass the Royal Navy. In Hoi4, on the other hand, it is stupidly easy. So much that you need to self-apply some restrictions, such as the one you mentioned, to make it more interesting. They should definitely rework the UK to make it a priority for them to defend their coastlines with their armies and navies!
I have recently done an italy world conquest (for achievements and i was also a bit bored) and it started off with your ethiopia strategy in the other guides (might be in this one havent watched it yet) and then paradropped france, puppeted them, took their navy, then justify on yugoslavia, and create a fallback behind the river that is behind venice that starts at the coastline and ends at the edge of the austrian border, then declare war on Yugoslavia with paradrops set for the british southern coast, dont set up air for either the french war or the war with the allies until the paradrops land, then put up air. Britain will most likely guarantee yugo along with the czechs and romania, so thats 3 countries. Dont call france into the war, paradrop uk, start sending one army (other army is defending along the river) to fight the uk, they probably dont have much troops in the mainland, if they do then just take the french divisions. Right when the war starts justify on austria, hungary, bulgaria, greece, turkey, iraq, portugal, belgium, Luxembourg, and the dutch east indies (calls in the dutch) in any order as long as all of them are in the allies without capping britain, once you do make them surrender you take everything and every navy. Now all you have to do is kill spain (after civil war) and germany (kill germany first, spain second) then with swiss surrounded kill them, (guard ticino, i had to redo one of my games because of that) and them you have a fully cored roman empire, and can easily do world conquest and the fascist italy achievements (or the pope one if you wait long enough to switch ideologies)
Thank you for sharing! This is a very solid strategy and one that allows you to get the Roman Empire even faster! Paratroopers are often the best choice for speed runners as they can be incredibly powerful at capitulating a country quickly and without much fighting (France is the best example). There are just a couple of reasons that made me opt for the strategy I shared in this video instead. First of all, I am not a big fan of the paratroopers strategy, they are strong but they feel a little bit like cheesing the game to me. The other reason is that your strategy is a better fit for expert players as it still requires skill and great management on multiple fronts. When I make my guides I usually have the average hoi4 player in mind (or possibly even someone new to the game) so I try not to do anything crazy or difficult to follow in my runs. That being said, I'm very happy that you used my strategy for Ethiopia to start your very impressive world conquest! It is something I would like to try as well one day!
Someone else mentioned getting 3 spies to keep the network alive where you're trying to get collaborations done and can click the repeat automatically button, but another thing you can do, especially for the Soviets, is train the Localized Training Centers. This lets you recruit Soviet spies which have a much less chance of getting captured, something I find often happens, ruining the timeline to have the collabs done on time.
Both are good suggestions, 3 spies allow for continuous creation of collaboration governments without rebuilding the network. I started using this strategy in my later guides (Japan and Soviet Union)!
Excellent guide. You still miss a few words about your navy: you have to fight the RN + French fleet, it's worth investing a bit. And you can lay mines since 1936 as Italy...
Thank you! The reason I didn't mention the navy much is that I largely ignored it during my run. I only used it to achieve the naval superiority to invade Greece and Turkey and later to invade the UK. But I never actually engaged in naval warfare. Immediately after disembarking on the southern coast of England, I immediately sent it back to ports to avoid an open battle with the Royal Navy. It is definitely possible to do more and better with the Italian navy (even to win against the Royal Navy) but this guide shows how that's not mandatory in order to succeed with Italy. Naturally, after winning the war and claiming the Royal Navy, you will never have to worry about getting the naval superiority ever again.
@@Stouzough Undeniably true... I will need one of you guys to do a collab with me on a guide once and take care of the navy. I don't think I will ever be very good at naval warfare and I find it much less enjoyable than its land counterpart...
Good guide for a quick expansion, I only find one crucial defect and is that at no time do you pay attention to the fuel reserves, from the moment the conflict begins you are at zero with the fuel, wich I understand must be a flaw in the game mechanics, because with zero fuel, your divisions should have been paralyzed. Beyond that detail, it is a very good guide. Congrats.
@@lucascresta276 thank you! About fuel, you are right, but do consider that infantry divisions do not need fuel. So the main disadvantage of being at 0 fuel concerns the navy and planes. But for our early wars neither is really important. Their only purpose is to give us naval and air superiority respectively, and they achieve that purpose even without fuel. (also, despite it not being very intuitive, being at 0 fuel doesn't actually mean that your divisions do not get any fuel. It simply means that the total consumption is higher than the total production, and your armies/navies/planes won't be at 100% efficiency).
I tried to do this, the UK and France just guarantees the country as soon as I get the war goal on them....Greece, Bulgaria, Romania. Turkey was the only one they didn't guarantee in 3 games.
Hi! Guarantees are based on war tension, as soon as the war tension exceeds 25% the UK and France start guaranteeing all of the countries you fabricate claims on. The way we avoid this in my strategy is by starting all of the wars at the same time before the war tension reaches 25%. You fabricate only a claim on Bulgaria, you get claims on Greece and Turkey through focuses and Romania joins by itself because they are guaranteeing Greece. It is extremely important that you declare war on Greece, Bulgaria and Turkey at the same exact time, as soon as you get the claim on Turkey through focuses. The timing is very important because if you take too long to get the claims and Japan starts attacking China, the war tension will quickly become too high. So make sure to carefully follow the focus priority in the description of the video. Let me know how it goes if you give it another try!
You need the claim on Bulgaria before the focus for Turkey is completed ideally, or at the same time. If it's later it risks being too late. Good luck if you try again!
I did this guide 6 months ago when I bought the game with no dlc and the strategy worked, but now that I have DLCs I didn't realize that it you join the axis and puppet Yugoslavia without enough facist support they go into a civil war.
@@RossGoneRogue hi! The civil war in Yugoslavia has a bit of rng, it doesn't always happen. But it shouldn't be a big issue, you can just help your puppet Yugoslavia quickly win the civil war, and annex the other one!
@@MachiavellianStrategist I don't know if things were patched (or bugged for me), but I couldn't join Italian Yugoslavia's war without at least 50% World tension. I had to justify instead and it took 180 days. I'm probably going to just restart the run (i'm on ironman).
@@RossGoneRogue no need to restart either way, worst case scenario you can quickly take then back during WW2 (the justification will only take 30 days then)!
Would you mind including in your notes which countries you fabricate a war goal on and when? This seems to be a critical piece of the overall strategy and it's a little difficult to follow in your video as well as why and when you declare on each country. I think I get the overall picture of it, in terms of achieving the goal of reforming the Roman Empire, but I tried to do it and failed abjectly my first time around. Germany ended up with both Iraq and Iran and Vichy France was still alive, not to mention the UK, somewhere. lol
In this case I believe all justifications are included in the notes and in the video, but the timing for some of them varies from run to run so it cannot be included. In short: We justify on Bulgaria in August 36. We justify on Poland around April 39 During WW2 we justify and declare war on Iraq & and Iran. And we justify but do not declare war on Saudi Arabia, Vichy France (we have claimed states so our claims won't expire). Before ending the war by invading the UK, if possible, we also justify on Spain, Portugal, Hungary. After WW2, while staying in the Axis to avoid the German intervention, we declare war on: Vichy France, Saudi Arabia, Spain, Portugal, Hungary. After these (easy) wars we can reform the Roman Empire and the run is complete.
When you say that Germany got Iraq and Iran you are talking about the peace conference? After capitulating the UK it is possible that you lack the points to get Iraq and Iran, it's ok. The important thing is prioritizing the costal regions needed for the Roman Empire. Vichy France should still exist, we get them after the war, and the UK usually survives in some small islands, unless you are really careful to puppet all of them in the peace conference. It does not matter unless you are going for a full world conquest. Also, make sure not to miss the second part of this guide (I am sure you did not, but just in case): th-cam.com/video/R4SL7kuudmA/w-d-xo.html
I understand it better now after having gone through the run a few times. Yes, GER got Iran and Iraq in my first run because I didn't have enough war score. I'm realizing now how important the air force is to the war score in terms of shooting down enemy planes. I'm also trying out using my subs to increase ITA's war score by using them as convoy raiders. Going for that 70%! lol@@MachiavellianStrategist
@@garyjohnson3252 great job! Italy is great to get better at the game too! The airforce really makes the difference. As for the navy, I think that's a really good idea! I'm not very good at managing the navy in hoi4 so there are several improvements you can adopt in terms of naval warfare.
I've always enjoyed using the navy, starting with HOI2, lol. I do what I learned in HOI3 with subs, which works well. Make your subs as fast and invisible as possible, with the best leader possible and best torps possible, and group them in packs of 6. HOI4 really improved its management of them by allowing auto split-off and reinforcement. Then cover the sea areas you know the enemy has to ship convoys through and stay out of air range if you don't have a lot of subs. Early in the game, I block my ships from going into the English Channel and/or Bay of Biscay, for example, if the UK, France, or Germany are my foes. The Sea of Japan is another area to avoid letting your subs go into if Japan is your foe and they still have a lot of planes. I've found that 3 lines of sub-production is enough to maintain your fleet levels during the war. With Italy, I'm keeping convoy production up as per your guide and adding sub-lines later than I usually would, but I haven't tried them in the Atlantic during WWII just yet, nor against the UK, as I want to ensure a big enough fleet for the UK invasion. I also separate my subs by level, so the level 1s don't slow down the level 2s. @@MachiavellianStrategist

It could be! As long as it doesn't slow you down in finishing the war. Although, to farm general traits, the civil war in Spain is usually a better choice!
I really like your tutorials and the way you present the information. I just started HOI4, and this is my first run trying to follow your guide. Quick question concerning Albania. It was independent for most of your video, and then at 30:10 it appears you annexed it. How did you handle Albania? According to the date in the upper right, at some point between late Sept 1938, and early December 1938, you must have dealt with them. Was it just a quick justify, blitz them and it was over? In the Diplomacy tab, it looks like Italy guarantees their Independence too. Thanks in advance.
Thank you! Albania was peacefully annexed through the focus "Albanian Occupation". You can find the list of all focuses in chronological order in the description of the video! Let me know if you have any more questions, and good luck with your run!
@@MachiavellianStrategist Great thank you. The Research and Focus priority list is a great way to quickly double check that I am on track. I didn't read the description beforehand so I missed them. I've executed the entire buildup perfectly so far, and I am up to the point where I'm creating the collaboration government in Turkey, waiting on the Bulgaria war justification, and I just planned the Naval invasions of Greece. I'm having a hell of a time keeping up with military production though. Those big infantry divisions you started building at the beginning of the run, I've barely made half of them up until this point. I still haven't made the 3 light tank divisions you made in the beginning with the starter light tank supply, even when I reduced military factory usage for my Trucks down to 1-2 factories. It'll be alright I'm slowly getting more military factories going. I had to convert 2 Civs to Mils just to barely keep up, even though you didn't seem to have to. Thanks again for the guide.
@@Goodbye_Megaton Sounds great! I usually get the last infantry divisions around the time I start the invasion of Greece so it should be fine! There is no hurry to get them, so I probably would not convert civs into mills, you will need your civs to complete the industrialization program mission.
@@MachiavellianStrategist The whole run went to shit. For some reason, I could not for the life of me get Naval Superiority in those 3 ocean tiles. It just kept bouncing between 73%, 0%, 100%. I tried everything. I even sent my entire Air Force over those 3 tiles and it didn't matter. Therefore, the Naval Invasion of Greece could not occur with my Infantry. Months went by trying to get Naval Superiority. At that point, I said fuck it and decided to invade Greece and Bulgaria through Yugoslavia. I called Yugoslavia into the war to do so. All this distraction, I forgot to declare war on Turkey because that justification came in about 30 days after my Bulgaria justification would expire, so I had to declare early on Greece and Bulgaria. Long story short, Romania declared on me and I spent months defeating Greece, Bulgaria, and Romania. Once done, I declared war on Turkey. They were allied with UK now, so they all declared on me. I dragged my ally Germany in, and WWII came a little early. I was smashed so quick, Italy was cut up into 2 or 3 countries, Mussolini disappeared, and I didn't even know which section of it was mine. I also became a puppet of the UK. Needless to say, I will be trying again from the save before I declared war on Bulgaria and Greece. So what's the secret on getting Naval Superiority in those 3 tiles to allow my Naval Invasion to occur? I followed the video to a T but couldn't do it.
Hi, new to HOI4. Absolutely in love with it. Question tho, how do you finish the war in Ethiopia so early? Yes, flank i got that, but i do fine until march and then stall out completely. Thank you!! I am using all DLCs, but the most impactful in the case of Italy, and the one affecting the focus tree is "by blood alone". The government in exile event happens when you do not capitulate Ethiopia quickly enough, that is correct!
Thanks for the fast answer !@@MachiavellianStrategist Actually 3min after posting I restarted a game and managed to get Ethiopia quickly let's see how the rest goes :)
I always go for "By any means necessary" as our goal is to end the war as fast as possible. I made this guide a while ago about the war in Ethiopia: th-cam.com/video/YSRH1vCL8A4/w-d-xo.html It is older but the strategy remained the same, and it covers it more in detail.
Thank you! You can find a more detailed explanation in this video: th-cam.com/video/ekyvfND6kLw/w-d-xo.html But in short: reloading the game after starting that series of wars seems to trigger Romania into calling the UK, and therefore the Allies, into the war. This happens only if you reloaded your save, and after defeating Turkey. You can avoid this issue by not reloading the game or by waiting until December before defeating Turkey.
@@MachiavellianStrategist Perhaps its due to me playing with no DLC? I looked at my research possibility and i dont see Range Imp. This is my first game ever lol and I will most likely play Mussolini historically well on this one xD!
Oh yes then it is definitely because of the DLC. Range improvements are used in the plane designer, which is a feature introduced with the By Blood Alone DLC. There may be more things that look different for your then, since By Blood Alone also changed the Italian focus tree. You also won't be able to get resource rights and war reparations in the peace conference. Other than that, I believe the overall strategy should still work fine! By the way, I would recommend getting By Blood Alone and No Step Back as these 2 DLCs bring some very significant changes to the game. At 5:36 I was surprised by the immediacy of the No Garrison occupation style in late February 1936 when you conquered Ethiopia. I am more fan of the "wait and see" philosophy of the Civilian Oversight approach for the first 3 months or so, letting just a little bit of Compliance build up, and only then taking some other action such as Secret Police if in one or more states the Resistance number looks scary, meaning 20% or higher and rising. Maybe if I watch some more of the video, I will see what you are up to with an immediate No Garrison occupation style.

Nelle ultime guide faccio tutte queste guerre contemporaneamente. @@Titan-df2op hi! You must be going for a non-historical run i assume (keep in mind that the strategy might not be as consistent in non-historical), for this specific step you can go down the other path (Italian irredentism) and still get to the claims on Greece and Turkey (just a little later).

@@MachiavellianStrategist Thank you. For some reason they wouldn't let me join their war, though, so I restarted because it was just stalling me too long.
We missed you taking over Albania
@@Donjkoontz it's a peaceful annexation (through focuses).

@@MachiavellianStrategistYep, I know. Yet you have such a magnificient navy, what a pity...
@@Stouzough Undeniably true... I will need one of you guys to do a collab with me on a guide once and take care of the navy. I don't think I will ever be very good at naval warfare and I find it much less enjoyable than its land counterpart...
@@MachiavellianStrategistsure, why not. Never tried, at least being in same country we shouldn't have lag
@@MachiavellianStrategist thanks for the reply. I did only fabricate on Bulgaria but I guess i'm just too slow. I might try again later.
You need the claim on Bulgaria before the focus for Turkey is completed ideally, or at the same time. If it's later it risks being too late. Good luck if you try again!

hehe it's 4 wars in 1 after all!
In short:
We justify on Bulgaria in August 36.
We justify on Poland around April 39
During WW2 we justify and declare war on Iraq & and Iran.
And we justify but do not declare war on Saudi Arabia, Vichy France (we have claimed states so our claims won't expire).
Before ending the war by invading the UK, if possible, we also justify on Spain, Portugal, Hungary.
After WW2, while staying in the Axis to avoid the German intervention, we declare war on:
Vichy France, Saudi Arabia, Spain, Portugal, Hungary.

I really like your tutorials and the way you present the information. I just started HOI4, and this is my first run trying to follow your guide. Quick question concerning Albania. It was independent for most of your video, and then at 30:10 it appears you annexed it. How did you handle Albania? Yes, I actually figured that out after thinking about it for a bit longer, lol. Thank you for the reply!@@MachiavellianStrategist
Hi amazing video. But what do you mean with reload the game about the allies getting called thing?
Thank you!
You can find a more detailed explanation in this video: th-cam.com/video/ekyvfND6kLw/w-d-xo.html
But in short: reloading the game after starting that series of wars seems to trigger Romania into calling the UK, and therefore the Allies, into the war. This happens only if you reloaded your save, and after defeating Turkey.
You can avoid this issue by not reloading the game or by waiting until December before defeating Turkey.
hi in research priority, what is "Support w1 (Beretta)"?
Hi! It is the Support Weapons 1 technology, in the infantry TAB. Beretta is my suggested MIO (if you have the TAA DLC).
@@MachiavellianStrategist thank you so much.
@@ozgul5690 you are welcome!
In research priority, what is "range imp (Macchi)"??
Range improvements! Once you pick that research, it asks you to select a military industrial organization for it, Macchi is the one I recommend!

Hi, sadly the latest updates broke the planes designs.
I am working on a new fighter and CAS designs dedicated video but they keep messing up my designs with new hotfixes. So for now we'll have to be patient while things stabilize.
Meanwhile, as a general rule, always maximize air attack for fighters and ground attack for CAS and always use small airframe.

There is a specific reason for the no garrison strategy! You'll see it later hehe
@@MachiavellianStrategist In a couple of tries, it takes much longer to beat Ethiopia that it takes for you.... and when they do capitulate, it's as a government in exile and not a complete victory (where you get the whole screen on what you can claim from the defeated country). In one playthrough, Ethiopia came back and took back even the original Italian territory because I had no troops or garrisons.... Has this happened to you or anyone else?
@@mankle30 there is some RNG involved in the war in Ethiopia and sometimes it takes a little longer, but it basically never happened to me to finish it too late (government in exile late let's say). Especially since I started using the little trick of sending a few divisions to conquer all of their external provinces while their troops are stuck fighting my main offensive.
Make sure to send every single division you have to Ethiopia, increase their supply priority to maximum and assign all of your planes too. It shouldn't take you too long to get it done this way!

What about making Italian league. Can it still work
Yes!
I haven't tested this very recently, but the last time I tried you could simply pick Italy First instead of Pact of Steel and just follow the rest of the strategy normally!
The only difference is that you will have to start the wars in the Balkans about 1 month later, since Italy First takes a bit longer.

@@Titan-df2op hi! You must be going for a non-historical run i assume (keep in mind that the strategy might not be as consistent in non-historical), for this specific step you can go down the other path (Italian irredentism) and still get to the claims on Greece and Turkey (just a little later).

Yes! The default Italian navy is good enough to get the air superiority to invade the UK.
To compensate for not taking enemy ships you could build a bit more submarines/ships instead of convoys with your dockyards!
I tried to follow your guide but my puppet Yugo had a civil war just before the balkan war. What should I do?
It can happen, it's not a problem. You can easily win the civil war and annex that part of Yugoslavia. Just try to stay below 25% war tension until you start the Balkan wars.
If anything, you can stall the Civil War until you start the other ones.

@@MachiavellianStrategist Thank you. For some reason they wouldn't let me join their war, though, so I restarted because it was just stalling me too long. I tried it and my marines seemed to take the ports faster than the regular infantry in your video.
@@the1ringer thank you for letting me know! Weird that they wouldn't let you join, it might be a bug introduced with the latest update.

@@MachiavellianStrategist ho restartato e fatto i claim su Grecia e Ungheria.
