Green goblin is Toby’s universe result is the super serum from the MCU. Without Steve Roger’s heroic and humble demeanour, everyone else will just fall into their own insecurities hard.
I’m guessing the military got hold of a Skrill and took some of its DNA and gave it to Osborne and he was able to manipulate it to get some strength or powers, but it would cause humans to go mad because their DNA wasn’t compatible and couldn’t take it and this would also explain the green color.
