By the sound of it, it's probably styrofoam, used for dummy cakes. I was a bit confused by the top edge, I was expecting it to be sharper (foe either cake or styrofoam), but maybe it was cut by hand. Styrofoam is usually cut with a heated wire, so if you try to cut it with a knife / cutter, it's gonna break...
This actually makes the most sense to me to pull it out straight like you did to smooth it. I'm definitely gonna try this.
