Sorry to hear about the damage from Debbie, she packed a punch to SWFL. Hopefully you didn't have more damage besides the two fence panels. If the panels aren't broken then it might be possible to put them back in place.
Yes there is an expanding foam option to set the posts; however, it's not as strong at holding the posts in the ground compared to concrete. There is a fence contractor channel on TH-cam that did a test comparison between the foam and concrete. I don't remember the name but you can search for it.
Absolutely! I live in Ohio so we get freeze/thaw and keeping the concrete a few inches below grade keeps the posts from heaving. The extra bonus is if you decide to remove the fence, just cut it off and backfill with soil. The reason to keep the concrete below grade is the fact the surface will freeze before anything else thereby “locking” the post in place.
Yes a 4x4 should fit inside the post. Be sure the vinyl post is 5x5 or if you can measure the interior of the vinyl post to make sure that 3.5" x 3.5" will fit inside since that is the actual dimension of a 4x4.
No 4x4 fence posts were needed for this install. It would be recommended to have a post inside the vinyl for a gate post, which I didn't install a gate for this fence. The 4x4 would be used to help give more substance for the gate hinge screws to screw into so it would be more stable. Some fences are sold as a complete assembled section.

I paid around $100 per panel, now they are $155. So check around for prices, also compare prices for both 6' and 8' lenght panels. In this video are 8' long. It looks like it would now cost around $450 for the 2 sections.
It's holding up good and it made it through hurricane Debby just over a month ago. This fence is in central Florida, so don't have to worry about the frost/freezing aspects as you do in Ohio.
Are you referring to a tee to have 3 sections join? If so, that sounds like something custom or a fence supplier might carry. If not available then what I would do is have an end post but up to the other fence section, essentially creating a tee.

I purchased them from a Lowes store. I looked again and found the one, it's $99 per panel instead of the $155. I updated the link in the description of the one I used for this. I'm assuming to answer your question it is mid instead of premium.
Are you referring to cutting a panel? That can be done, just cut the top and bottom rails to length but be sure to add some additional for it to go into the posts. Then put in the pickets and rip a picket if a full piece won't fit.

It's suggested to keep concrete a few inches below grade fill with dirt so that grass will grow
