    I have an activity with labor units & labor costs that is divided into 4 steps with 25% weight. When I put the progress based on the first step (for example) 25%, my labor units and cost don't change and still are the same.
    Is there any setting that I should have adjusted?

    Some people call activity steps "rules of credit".
