I agree that a baseline is the official point of reference against which to measure a project's performance once it starts. By definition, a baseline is final (if it changes before the project starts, then it wasn't a baseline yet, was it?). Prior to baseline one might have umpteen revisions of these numbers from estimates, proposals, drafts, upper management adjustments, whatever. None of it is relevant to the project schedule once the baseline is set--except maybe for keeping track/history of how the baseline came into being. It's impossible to do that in P6 when there's only have one "original" column in P6, so unchecking that box is really pointless in the majority of situations (of course, one could create UDFs for each time the numbers change prior to baseline, but who's got time for that?).
