      Yeah the kid screwed up. Even if the kid had no intentions in hurting the cops; cops already got strong reasonable suspicion to defend themselves when proved that the vehicle subjects are either armed or could be armed. Kid had a gun illegally on him so that is super beyond reasonable suspicion already.

    When I moved to Phoenix from California long ago, I heard the gun laws were a lot more relaxed and that you could have a firearm in you vehicle, but I was a little skeptical comming from the People's Republic. I happened to see PPD officer in a QuikMart when I was getting gas and I asked him if it was legal carry in my car, and he said it wasn't a problem. Next I asked if it could be loaded and chambered. He just laughed and said, "it won't do you much good if it isn't." That's when I knew moving there was the right decision.

      In these states, the ammo needs to be separate from the weapon during "transport"

    I got pulled over by state troopers in Texas a few years ago in my crew cab pickup truck with my son in the back in a booster seat. I had a tactical 12 gauge, a .45 pistol, and a couple scary black rifles with me. The trooper asked me if I had any firearms in the vehicle. I answered "yes". He wrote me a warning for a sticker being out and we all left safely.

      I know for a fact you're not black because here in Texas state troopers are some of the biggest profilers And if I were driving the same truck and gave the same answers they would have asked to search my truck And if I told them no they would have called a K9...       Minorities think the law doesn't apply to them. The Family Express down the road from me has a _few_ blue spots but perfectly able-bodies black people and some Mexicans park there and leave the engine running. It's too much to have them walk an additional ten feet. Meanwhile, some old lady with a cane has to go around the building and walk from there.

They are under no legal obligation to stop a bad guy from beating you down or murdering you, even if they are right there. There has even been a court ruling stating so. The police protect nobody but themselves and their fellows in blue. They are more like hunters, and the people are their prey. They seek out targets to harass until they can get them to violate a code so they can use force to detain them. They killed a kid for eating hamburger in a parking lot...

    The handicapped spot violation was just a pretext. The cops rolled up on them because there were four people sitting in a car late at night. They were looking for dope or illegal firearms.

    I think the fact that the driver had no drivers license, registration or even an ID caused the officer ask him to get out to find out more about him.

      Right. That one thing, parking in a handicap spot, turned into no license, insurance, registration, etc.
      This is personally the activity I want from police. Turning over the dark spots to see what turns up.
      UnFortunately Russell was an idiot, but his belly stopped the round.

      @@maximus-hl9jw I assume you are trying to say wasn't. Being in a parked vehicle in the driver's seat while it's running, especially in a parking lot, is viewed legally as driving it. Lots of people have gone away for "just sitting," in a vehicle, but I'm honestly not mad because 4000 pounds of steel doesn't teleport, and some motherfuckers are absolutely wasted.

    I got pulled over a few years back, legit ran a red light. It was raining and my truck was loaded heavy with sac-crete, tried to stop, but went into a skid so let off the brake and accelerated. I stopped in a Bob Evans parking lot. The officer approached the truck and I gave him my DL, CCW, registration and proof of insurance as I had it all gathered while pulling into the lot. He examined the documents and asked if I had a weapon in the truck. I said yes I do. He asked me where it was and I told him it was in the center console. He said and I quote "If you don't pull yours, I won't pull mine"...I looked him dead in the eye, knowing he had plenty of time to check my plates and me, and said..."Relax officer, I am not going to start a gun fight over a traffic ticket" he let me off with a warning and I bought him a coffee. It was cold, raining and early in the day. Nothing but respect for those that look at the underbelly of society everyday and try to keep us safe.

    hes right about az. middle of the night about an hour north of phoenix. my car was stranded in a sketchy spot of road and i asked police for help. we were cool the whole time until i realized i was concealing still. i let him know and he was like " youre good man" we talked and i ended up putting it in my trunk whike he was there. i was respectful and dude was cool.

    I lived close to that area, and man the local gang there is such a nuisance. Just constantly letting the neighborhood know that they run the town. And they really do. No real consequences for anything really. An area where most people do whatever they want and throw fits when caught. Living in that area, especially these last few years, made me realize that adults are just tall children in need of constant parenting... I don't think people realize what living in the hood is really like, and why a strong police presence is necessary in those areas....I did eventually leave, being constantly stared at by other guys was just weird.

      @Casa Cerda Nuevo España And how would the police have known anything about the occupants of the vehicle? Police have to deal with what they know, not what they may know in the future. I don't know exactly where this occurred, but IIRC, much of the Harbor Division is pretty sketchy crime-wise.

      @@jayjaynella4539 I got many tickets and have friends who took way more. Every single one of them either got dismissed or reduced to a lower charge at court. Fight your ticket at court, there's no way being aggressive with the cops on the streets will do you any good under any circumstances.

      Only thing was, that wasnt an option, especially for the passengers. Now I can understand the detention of the driver since he didnt have id, however it seemed the rest of the passengers had their ids and were willing to give them to the officers.
      I dont think the officers had probable cause to get everyone out of the car so I dont think the possesion charge should hold up for the guy even though he most likely is a minor or under 21 (assuming from the portrait id). I think a decent lawyer would be able to argue that, even with the officer safety aspect in mind. I also dont know if Bruen applies to those under 21 for handguns.
      I would say I could agree to fleeing or obstruction charges, even though a lawyer would probably still argue pc.
      I would say the officer was justified in the shooting after the fact, and had very good self control not unloading on the guy especially after he was moving around after being shot. But the guy was incredibly stupid for lunging for the car, especially considering how large of a target he is.
      But the "just take the ticket" advice is great for a regular traffic stop. Argue in court. But I dont recall any argueing over the initial stop in this video. There was some bickering after the cops found the gun and it was hard for me to tell, but it seems as though a passenger was telling other ones to chill and comply.

    Totally agree with Mike. This appears to be an illegal search and seizure of the passengers. Charges against the passenger should be thrown out. A civil law suit should be filed.

    It is absolutely absurd how some people choose to handle situations like this. At least here in Texas a good majority of the populace will be carrying. As long as you communicate and show respect to the officer/s 90% of the time you get off with a warning. Even if you don’t get a warning take the ticket anyways as there is a high chance it gets thrown out .

      In my experience, there is more like a 90% chance that the cops will bully, intimidate and interrogate someone until they say something to incriminate themselves. They would've demanded ID from both passengers in the car (which those people do NOT have to provide) and run them through their names through the system to see if they could find any way to get them into handcuffs and behind bars. Every arrest a cop makes means one more step up the company ladder and a fatter paycheck for them. If you think they are concerned about you and your life, you're sorely mistaken.

      California was gonna attempt to make him a felon because he was exercising his 2A rights. He wanted to grab his wallet and phone before taking off so they wouldn't be able to track him down if he got away. I say "was" due to the fact that no probable cause existed to search him so the charges won't stick. I wish he understood that before making that move

      Same here in KY, most officers just assume you're armed, but most of them do make the statement "I assume you've got a firearm, do you?" or something like that because now in KY and neighboring Ohio you're no longer required to have a concealed carry permit to carry a concealed weapon.

    I’m actually incredibly surprised that guy didn’t get mag dumped by these officers which could most certainly use more experience and training; however kudos to them for the display of trigger discipline and showing restraint in that regard. Also I’m not sure if it was intentional to shoot his hand and not center mass either but regardless that guy is lucky to be alive.

    This is LAPD, most people don't have conceal permits because it is almost impossible to get a ccw here in LA, most LAPD are new officers and need more training, what bothers me is that a lot of departments have a "we have to identify everyone" and "we have to get everyone out of the car for officer safety" which these officers had no probable cause

      Are you not allowed to carry concealed in your vehicle anyways? idk LA laws, but where I live, you can carry concealed in your house, vehicle, and place of business without a ccw. That right extends to to people lawfully in those spaces when the owner is ok with them doing so, aka your buddies can carry in your car.
      I guess it isn't surprising coming from LA though, or CA in general. Hopefully the US military goes in and reclaims that state some time soon, because it's clearly a different country at this point.

So many Police Officers have been shot in traffic stops in LA lately, that LA Officers know that they are likely going to end up shot if they are not careful. So the take here seems basically to be that if LA Officers avoid making Policing stops like this one, that they will reduce their risk LOL. Getting illegal guns off the street in LA is exactly what Police Officers in LA are supposed to do to reduce shootings among this exact age group seen here.

      The car was parked illegally, which allows for a ticket. He asked for ID and the driver had no ID; another violation. Everyone was acting twitchy and the woman kept talking sh*t. So, yes, he had probable cause.

    Late at night in a parking lot, four people in a car, parked in the wrong spot, in an almost empty carpark, out front of a convience store. The policemen felt something was up and followed their instincts, probably thinking these guys were about to rob the shop they were sitting in front of, and used the handicapped parking violation as a pretext for investigating further. To cut a long story short though, the dude got shot because he did the stupidest thing imaginable in that situation.

    How could John and Mike miss the fact that the drive had no license not just no license on him, when the officer asked if he had a valid license the driver said no. That was the probable cause to detain and search the vehicle before it gets towed. Not like John to miss such a blatant detail

      The officer would have to prove that driver was operating the vehicle on a public road to use “no license” as a probable cause. The police simply stopped behind them while they were parked in an illegal stall. This was not a traffic stop.

Nearly every study shows it doesn’t reduce crime and it just makes the community dislike police. So I think that’s where John was coming from.

    My assumption on initiating a "stop" on this minor infraction was more on the suspicion of an impending robbery of the store they were parked in front of. Yes, things could have been done differently to tilt the odds in favor of LE, but honestly, isn't that always the case?

    Regardless of the outcome and everything that went on, and I feel bad that the dude had to go through that. But, one shot straight to his hand to stop him from picking something up, IN A BUBBLE was a fantastic shot. Terrible idea from the guy and for the officers, but just the shot alone and taking everything else away and the context, was an impressive shot.

    The only think I can think of for the stop is if they thought that the parking in the handicap zone was a prelude to a robbery ( Since Its closest entrance) . Although looking at that parking lot I don't think you can even make out the handicapped parking clearly at night.

    John & Mike make very valid points about the officers "fishing" and making things worse than they needed to for themselves. Thankfully things weren't even worse than they are but they appeared as rookies without cuffing that guy up as soon as they got the gun off of him while leaving the car door open. They appeared to panic a bit
    I would've bet my life that the dude had another gun in the car in which he was jumping for and I'm sure I would've fired a shot as well. I do commend them for not firing more than 1 shot , well done although things could've gone much smoother you cant deny it could've also been much worse.

That guy didn't have a license. If they saw him drive in there, write him the ticket and have another passenger drive the car. It's that simple.     L.A. has ALWAYS been big on handicap parking spots. An old friend from college worked the swing shift at a gas station near California State University, Northridge, where we both attended in the early 90s. He used to park in the OUTER part of the lot, away from the building and pumps, but a few random parts were marked as handicap spots. The ironic thing was anyone could pretty much stop anywhere next to the building, including people with disabilities, and the only reason the outer area was painted handicap was because the owner had to comply with having handicap specific spots as a technicality. Again, the spots were on the outside edges of the lot, and were probably not really up to code, but rather there as a formality. He had run out to his car around 10:00 pm to grab something, and when he got off work at 12:00 midnight, he then found a $200+ ticket for parking in a handicap spot which he was sure was not there at 10:00. A few years back in 2018, I moved back to help take care of my parents for about 18 months, and I went to a Wells Fargo in Encino. There was a lot in the back which had an attendant and it was also a pay lot for other businesses (free for 1/2 hour at the bank). As I was walking in, a guy on a Harley pulled up and parked in the front of the lot between a couple handicap spots (the lined area which is for the wheelchair lift to go up and down). I did my business, and as I walked out not 15 minutes later, a L.A. parking enforcement car had pulled up and was writing a ticket for the bike. It reminded me of my friend back in the 90s, and other friends over the subsequent years before I had moved out of L.A. in 2004, who had received tickets for parking in handicap spots. So this video does not surprise me why they were being scrutinized parking in a handicap spot.

    It’s minor but the cop says “you haven’t got anything on you, right?” This is a leading question so people feel compelled to agree regardless if it’s true or not. He should’ve gone with a direct question like “do you have any weapons?”

    This is really a mess. This kind of interaction worries me because I'm disabled and have muscle spasms. I could have a muscle spasm and they'd think I was trying to do something. That's why I do my best to follow all traffic regulations to the letter.

If you are pulled over for a traffic violation and you divulge to the officer upon presenting your documents then they would have no reason not too. If you are sitting in a handicap spot late at night with 3 other people in your car then they may be justifiably skeptical. At any rate, it's better too notify them of any condition than not to whether they believe you or not.

    This is in LA. The cops stop you for any reason even just walking down the street. In some parts of LA they are really aggressive especially sheriff's

      Why do u think that is? I grew up in San Bernardino and the police took on a proactive role when crime dictated it. People got tired of being victims of crime and demanded the police do something. This is a vicious cycle. People forget and then crime increases..then people demand the cops do something. The cops are the way they are because they can't always be reactive to crime.

    My late best friend worked at the Paralyzed Veterans of America after he himself became disabled and wheelchair-bound. He drove a hand-controlled van and there weren’t enough handicapped parking spaces in the strip mall where the PVA office was. It was a rare week that nobody parked illegally in the handicapped spaces. His buddies really took care of him; they gave the illegal parkers hell. One of them made a fancy sign and put it on the same post as the blue sign was. It read: “If you aren’t handicapped when you park here, you WIL be when you leave.”

    This whole thing was a mixture of bizarre and routine. As the narrators pointed out, the cops were in the wrong at the start, but all actors were reasonably calm until the incredibly stupid and inexplicable move made by the backseat occupant seriously added to the bizarre column.

    It’s Los Angeles, California. It’s illegal to carry a concealed weapon without a permit. It’s nearly impossible to get a CCW in LA. I’m very confident Russell was in violation of a law. I think since Russell was so calm, the cops didn’t expect to find a gun on him. It threw them off and they reacted more authoritatively.

      Dumb law, and sure depending on how the gun was, he might be able to argue he was open carrying or constitutionally carrying.
      As a possibility.
      But I hate California and any state that has laws like this. My state you can conceal carry just fine, if you choose to do so, the way it should be.

    Th driver of the car did not realize that the spot wish he was parked was a handicap parking spot! No sign did indicate that. and blue lanes where not visible!

    In all honestly, it would probably be better for the cops to use more polite directions. Anytime I see an officer tell someone to "shut up" they only get more angry. Be direct and tell them why you need them to do something so they understand.

    I also don't like how many young police officers speak to the public... calling suspects "bro" and "dude". It's like they are talking to their buddies. Some people might think this is no big deal, but I think it has everthing to do with their professionism and how they carry themselves.

      It's a way of putting people at ease.
      They are likely tailoring their language to the people they're talking to (in this case, young men). If they stopped an older man, they probably wouldn't call them "bro" or "dude".

    I actually think the cops used a lot of restraint here. When they found the gun on him they pulled back and were waiting for back up. They could have unloaded on the guy who jumped to get whatever it was from inside the car after just being disarmed and told to stay put.

      ​@@jonathanarmstrong9799 You obviously don't know the law. They can check EVERYONE'S ID during a traffic stop. Just because you don't know it's not a handicapped spot, doesn't mean the cops don't know it is.
      We also don't know if the tags came back with anything on them, if 1 of the officers think they know 1 of them in the car, etc... We don't know everything from a very short video clip.
      And you ALWAYS disclose if you are armed to an officer. This is LA California. The vest majority of people are not legally allowed to carry. Sad, but true. The people need to vote to change their laws! Until then, they need to know, they'll get popped for an illegal firearm.
      And last, never jump into a car like that. Darwinism at it's best!

    For all of you “just comply” back the blue types, I hope you listened to the first part of the video where they questioned why the cops were escalating the contact. Cops encroaching on our rights by asking all passengers for id, pulling people out of the car, freaking out cause someone has a gun, it raises the temperature unnecessarily. ASP was spot on.

    Really glad they spend time discussing the legality of the stop first. I know it varies from state to state and I'm not an expert, but I'm not sure the cops were allowed to detain the passengers as they had nothing to do with where the driver decided to park, they just happened to be in the car. I certainly don't think they should have shown ID or answered any questions. And as for the officers just arbitrarily getting people on their knees and perhaps even cuffing one of them, that's very thin ice from a legal standpoint. There was no suspicion they had committed a crime and certainly no suggestion of them being a threat to their safety.

    Let's be real. He didn't turn a parking lot infraction into a gun fight. They already found he had a gun and were going to find more guns with the continued search. He wasn't getting off with a warning. Still should have followed instructions but he didn't turn an infraction into a gun fight.

    Man what sucks about these and infuriates me is that they were unlawfully detained he was willing to give Id they handcuffed the driver and the passenger. Once again these officers in my opinion had no legal right to detain and search the passengers over the driver illegally parking in a handicap zone.

      ​@@louisprieto8997 That is the last thing you want to do realistically because even the small questions can lead to complications and honestly cops aren't trying to keep you out of jail their questions are designed to potentially lead you into incriminating yourself.
      Their jobs are to take people who commit crimes to jail, that's why the most important question to ask the officers is "am I being detained?" if they say no then you should just leave however if they say yes then your response should be "I invoke the 5th" and say nothing else outside of what you are legally obligated to disclose.
      There have been far too many scenerios where innocent people have been found guilty of crimes they never committed due to the mentality of "If you have nothing to hide then just answer their questions."

      @Charmy That's never been my experience when I've dealt with police. At a traffic stop, DUI checkpoint, while walking late at night, even while sitting in my front yard drinking. Never been shot or incriminated myself with their questions. They've even let me go without a ticket and a warning before when I was guilty as he'll. So it's all in how your attitude is.
