One of our policies is to secure the suspected package, so in this situation (package on person), that isn't possible, so this would turn into premises lockdown on the downlow, with monitoring from a safe distance, that distance being (for me) nowhere near that person.
That would all be done in a way, so not to arouse the b-er into panic, priority for my own safety would be first.
If i suspected the guy had a b, I wouldn't even approach the guy at all. There is not enough money in the world, to convince me to take down a bomber. The only scenerio that would happen in, is if I were with loved ones and I fear for their lives but couldn't get them to safety, and even then I would try diplomacy first until I saw an opening.
