I would blame the drivers. Drive only as fast as the conditions allow it. They where simply too fast and not educated enough to handle a car loosing traction, and even stand on the breaks, which multiplies the loss of controll. They don't even understand why the bridge is icy and that it maybe isn't the case anymore after the point where no snow and ice is visible anymore. Should be teached at the driving school. All that is very basic knowledge.

In the 24 years I've had a drivers license I've had 0 accidents....I've driven in the worst of the worst..Ice down mountains, blizzards, hurricanes with 50+ mph winds...I've had my truck slide on ice 100s of times..IF YOU KNOW WHAT YOU ARE DOING you can easily regain traction and stop sliding.
