That rust on the ground side may cause voltage drop . If loose , could be another problem .

Get a brand new battery terminal. Take a hacksaw and hack off closest to the old terminal and then take a box cutter and strip back the black wire insulation till you get to the bare copper on the wire and then slide the new terminal on and then lock down the two bolts and you were done.

The comment above you I gave instructions how to replace if one of your battery terminals are bad. Also check the voltage on the battery is supposed to be 12.5. Have someone to crank the car if it drops below 9 V which is the load your starter will never turn. That means the battery is good and the terminals are actually good then it is your starter.
