But if someone is interested in offering much, what is best starting point. I envision things like making them have something like business and work that helps them sustain on their own.

see guys central must allot required funds to the state.central should be sensible enough to understand the requirement of states. TN government is doing its best with whatever it gets.central shouldn't be biased crap as it is now and respect every state. we need to understand before quoting. we have no hopes on central they never kept their words best way to handle this is Corporate and other organisations should get down and do CSR in this way.somehow CSR is being used in some way why not build a life.
