Hi there. You shouldn’t need them unless your tank starts to run without nutrients. I at minimum use liquid carbon from Seachem and fertilizers for planted tanks and try to maintain nitrate levels between 20-40 for growth.
Frogbit is great - though I stay away from floating plants because bettas need to build their bubble nests. If you can maintain an open spot - it’s a great choice.

Yes but you want to make sure they are made of silk as those are safer for betta’s fins

Pearls are not safe since they disintegrate over time. They should have similar items for sale at a pet store
