Yes, every oil change is a perfect time to perform the balance chain check and/or adjustment like you mentioned.

Thanks for posting this info its a big help. Just got my first DR650 a 1992 barn find with 27k on the clock and the previous owner never did any maintenance but change the oil.

Howdy.
I check the balancer chain every oil change on my 1990 dakar.
But you really don't have to.
Maybe check it once it vibrates more than normal but the P/O didn't check the tension once in 8 years, it vibrated a bit more than normal but it was still starting on the first kick and running great.

I'm very happy to see a channel dedicated to the early DR! You are off to a great start, but can I suggest that you do away with the musical interludes? I mean it really has nothing to do with what I'm here for and it makes the video much longer than necessary with no actual content during those times...
