You could it's all up to the finish you're looking to get out of it. I have used this paint directly on equipment trailers and car haulers that take a beating and the paint holds up without scratching or coming off so I would say its not necessary to prime but you can if you'd like to.
I have been using this paint a decent bit and love it. It isn't powder coating but it has been super durable on my car hauler and looks really good as well.

Would using rustoleum filler primer be a addition to just spraying that on. Would want to use that primer then sand prime again then use that paint
