We're not that fluent in English.. if we're born and raised in other foreign countries.. yeah sure, why not.. but if we grew up in the Philippines.. most filipinos in the Philippines have been raised to learn to speak English even if it's a broken grammar.. English is widely spoken in the Philippines, that's why most people in that country are trained to learn English no matter what..
