It worth mentioning that in the film’s concept art that Utena’s hair isn’t actually cut short in this movie but rather it’s pinned up and braided in the back underneath the layer of hair we do see in the film. That’s why it looks like it’s coming undone in the shots were she pulls out the sword of Dios etc.
Mirroring the way Anthy’s was in series, in a sense their hair in the end of film also mirrors the way they wore it in the last episode. Long and curly for Utena, long and straight now for Anthy. Hair is actually pretty interesting as it as a lot of meaning in various cultures but especially as it pertains to witches. During the European Witch Trials those were considered witches had all of their hair on their bodies and heads removed before they stood trial because the more they had the more powerful they were believed to be. So, it’s rather liberating that the parts of the movie were we see Anthy in and her true self in the rose coffin she’s presented always with long flowing hair!

Utena's hair in the movie isn't cut short; it's just pinned up to look that way. There's line art that shows it in detail.

I've always had mixed feelings on the movie for the omitting of most of the black rose duelists/ Nanami, but your analysis of the purpose of the duels having an audience really gave me a new perspective. I feel like your interpretation of the audience as Ohtori academy's way of recruiting new duelists really preserves the spirit of the black rose arc while also giving it a continuation. Instead having black rose duelists who are background characters that steal importance by pulling swords out of their respective student council members, instead the onion princes and princesses of Ohtori are allowed to rise through the ranks legitimately becoming student council members themselves. The commonality being that both of those things feel like a revolution for those characters finally allowed to claim "specialness" but are in reality just contributing to continuing the never ending cycle that is Ohtori academy. This is more of a working theory since I think it's debatable whether the duels can really happen without Anthy there and with akio dead. As well as the black rose arc having way more ideas in it than just the black rose duelists being in the shadow of they're respective duelists as characters in the narrative and as people, but idk I do see some parallels. sorry for the long ramble.

It's worth noting that kozue tries to keep her short hair and escape when shiori approaches juri before her dule. It's implied to have been a failure
