The answer is yes in some cases like
The resistance of coil should be high
The rpm shoud be high as much as it can
And after that it can just start motor for couple of seconds

The 10w motor probably wont be able to start a 1000w motor since it would not be able to generate enough current to hold the output voltage. It depends on how many volts and amps each motor are rated for, but no it will most likely not work. Maybe if you rotate the motor at some supersane speed it would react in some way.

Depends on the gear ratio and current output of the 10v motor. It is possible with the right motor
If the 10W DC motor is being applied enough mechanical energy on its shaft, then, yes, it would be able to start a 1KW DC motor.
"Can a 10 watt dc motor start a 100 watt dc motor?" Yes a 10 watt dc motor can slowly turn an unloaded 100 watt dc motor, but if you load the 100 watt motor or have too much resistance in the 100 watt motor, then you'll have trouble getting it to spin.
If you use a battery then because energy is conserved, you can store 100 minutes of 10 watts to later power 100 watt motor for 10 minutes assuming 100% round trip efficiency. Of cource realistic round trip efficiency will be less than 100%

a basic proof that 1 billion indians biiking at home simultaneously would easily generate 10Gwt of power ....
i have new idea for system to get away with super stuff. take forklift hydraulic motor like american benjamin nelson and take out guts and put in motor and second motor so when spin makes energy for other motor and make just little bit larger so plenty no lag then have multi control system so does not lag also and one wheel runs all four tires. also try for micro machine like toy car to save on battery use and you get toy that lasts all day. maybe use four and use on for regeneration of tiny car battery lead acid battery and be a revolutionary. hahahahahahaha. you NOT!!! that would be good deed!!! and i know you would tell and punish me.
