When you go backwards you snap the swarf spirals that form in the tap flutes. This can make it easier to continue the tap in hard materials but probably is exactly what you don't want to do tapping a sump hole as better to keep the swarf in big pieces within the tap flutes if possible. When tapping the half turn backward, will break the chips off and clean out the thread. The petroleum jelly is a neat trick, so is using a magnet to pick up the chips afterwards.
On the running backwards (already somewhat addressed here), breaking the chips is pretty important with steel and metals that make a nice long swarf-like chip. Neglect to do it and your chances of a broken tap increase, which is a really bad Friday arvo. Less of an issue with brittle metals like Al and Magnesium, but still a good habit. Once you've run a few taps you get a pretty good feel for if you should back off as well 😉

Tbf wouldn't have been the end of the world if you couldn't pick up the piece of metal with the magnet as it would go as far as the strainer anyway
