Sony used to own the Spider-man gaming rights, but it reverted back to Marvel (Disney). Sony (holding company) was the one who licensed Spider-man to Activision up until the Amazing Spider-man 2. The rights reverted back to Marvel (Disney), who was interested in making a game that was of the same quality and had the same reverence as the Arkham Batman games. They first approached Xbox, who said they were interested in focussing on their own IPs. They then went to Activision, who was interested, but on their terms and not Marvel's, Activision subsequently laughed them out wishing them luck on finding a studio that would take the IP serious. Only after that, did they go to PlayStation who was willing to attempt to do it. The remasters of the Activision titles were canceled because of poor sales of the MAU, Deadpool and Transformers rereleases.
I think I know why spider man 2 enter electro never got a n64 and dreamcast ports was mostly due to 9/11 since the final battle had it's level changed from being on top of the twin towers to just on top of a tower
