I decided a few years ago that whenever I decide to drive back to St. Louis, which is rare, I will never again drive through anywhere within the State of Illinois. regardless of whether I carry a gun or do not have one in my car or on my person. There is a “Peaceable journey” Law in IL. You may travel through the state with a loaded weapon on your person or within reach. You may NOT for any reason take the weapon out of the vehicle. Gas, food, bathroom, ANY reason. The weapon MUST stay IN the vehicle. You are not allowed to stop and stay anywhere in the state during the journey. No overnight hotel stay. No visiting relatives. Gas stops are barely permitted. I have figured out routes to avoid IL as much as possible when I have to travel. Used to live a bit south of East StLouis and will probably never live in IL again. I value the freedom I fought for.
Actually you are wrong (but only a little bit). Concerning an out of State resident carrying a weapon in a vehicle through Illinois: They must be eligible to carry in their home State. They CAN take the vehicle out of the vehicle (in order to place it in the vehicle's trunk if they are exiting the vehicle). Specifically, according to Paragraph 65(b) of the Illinois Firearm Concealed Carry Act pertaining to out of State residents concealing firearms within their vehicle: "The firearm (and any ammunition): must be stored out of plain view within the vehicle; and may be carried in the immediate area surrounding the vehicle only for the limited purpose of storing or retrieving a firearm from the vehicle's trunk."
Check Illinois Statutes again. It is absolutely LEGAL to openly carry a long gun for the purpose of hunting, trapping, performing pest control, participating in shooting sports, etc. HOWEVER, when walking along a roadway, public trail, or accessway, the long gun MUST be unloaded and the action remain open while walking along any public accessway and for a length of minimum 15 feet on either side of the public accessway.
Verify the "hunting" aspect. Hellinois has a LOT of goofy regulations regarding what types of firearms can be used for that purpose. I don't hunt, but if I did, I wouldn't do it in Hellinois. I would travel to Michigan or Wisconsin or anywhere else to get and use a tag.

Yes. With the TRO you can go about your business. You can buy “assault” rifles, parts and (STANDARD) 30rd mags. I believe the TRO will expire once the state or federal supreme courts make their final ruling. I have one as well. Only thing that will be a pain is to go through the extra steps ordering online. Some major retailers won’t sell parts to Illinois residents. You will have to email customer service your documentation of the TRO.
Avoid the interstate highways as much as possible and check to see if the counties you're driving in are 2A sanctuary counties. Mine is and all the surrounding counties, so I'm safe. It helps that I don't travel much. Plus the sheriff trained and certified me for my CCW.

That said, I have MANY friends and associates in Illinois law enforcement, from State police to police chiefs to officers, and MANY of them have told me they would respect a CCW from another State. Yeah it's better here than NJ. They profile out of state license plates passing through and scan them to to see if the driver has a CCW in their home state. If they do, they'll pull them over just so they can bust the driver for having a firearm.
If you have to live in Illinois you need a concealed carry license. The cost is 20 cents per day and you should carry a firearm unless you're in the shower.

One thing that's still not clear even after reading the links is whether it's legal to have a loaded magazine in the same case as the gun but with the magazine not being loaded into the gun well. I like to save time when I go to the range and preload the magazines at home. Obviously here I am asking for non-CCL people. Is there a distinction between ammo in same case and ammo in magazine and same case as gun? Thanks

How about transporting personal firearms in an armored vehicle such as banks use to transport cash. Will that be safe and secure enough for citizens to transport and travel with firearms?
Always assume people are paying attention and notice you if you are carrying something THEY will see as out of the ordinary. If you are carrying a non descript box, they'll think you're moving. If the box says GUNS AND AMMO, they'll be karens about it. Case in point with the truck driver who decided the Glock marked case was a good idea. If he carried his gun in a brief case with no markings, NO ONE would bat an eye If you carry your guns in a backpack, carry in a regular plain backpack with no tactical shit on it so no MOLLE or in camo colors. Just a plain jane backpack. I like to add a bunch of nerd shit and anime shit all over mine. I do NOT wear any gun branded clothing. BRCC, Grunt Style, camo colored pants and shirts or even hats. Wear plain looking clothes to blend in. I wear clothing with comic book brands, make myself look like someone you don't take seriously. People don't linger on people that are giving off the harmless face but they WILL remember people who frown too much or have angry faces. I know a guy who does NOT understand this concept. When we go to the range, I carry all my shit in soft cases that look like fishing bags, sports bags, duffel bags. My friend apparently doesn't care and has all his long guns in hard pelican cases. It's called keeping a low profile. It's not about knowing the laws. It's also knowing how cops think. They WILL look for an excuse to look in your care. Remember key phrases on "I do not consent to any searches" BUT do not antagonize the cops. Pretend to be submissive instead of confrontational because they think a badge gives them power. Have a dash cam with sound and that looks inside and have it pointed at the cop IF they pull you over for any reason so they KNOW they are being recorded. Do NOT act like those people online who set themselves up for a confrontation with cops to make them internet famous. It is not worth it.

Paused at 5:20 I have a friend from Florida. He has to go from Florida and can conceal carry his firearm in every state except for Illinois on his way to Wisconsin. So let's say he's on the highway he goes through every other state and in the small stretch of Illinois between Indiana and Wisconsin basically going around the outskirts of Chicago, if he gets pulled over, how should that gun be stored in the vehicle?
In a case. No magazine can be in the gun, and the magazine or magazines can not be loaded. The chamber of the gun has to be empty to or else it's a felony and that person will be arrested. Illinois is a joke! And the gun can't be within reaching distance, so the gun would have to be kept in the back seat.
Actually, if you have a permit from your home state you can conceal carry inside your vehicle when traveling through Illinois. Now I personally wouldn’t mess with it because I’m sure a lot of cops don’t know that’s a law and you may find yourself in handcuffs and booked into jail before they realize they made a mistake. For non residents you overlooked the 24 hour exemption and it appears that they no longer allow you to keep it in the glove compartment or center console, "other than the glove compartment or console" also the important requirement that during the transportation, the weapon is unloaded, and neither the weapon nor any ammunition being transported is readily accessible or is directly accessible from the passenger compartment. I'm referring to a very important part of the new law signed by governor pritzker, The new exemption for non residents is of only 24 hours to be in the state with their firearm aperently thereby precluding otherwise legally armed non residents the ability to bring their firearm when they visit family, friends or travel to Illinois for a college education or come for a business trip of greater than 24 hours. There is no ccw reciprocity for non residents and now it appears if they bring their firearm and exceed 24 hours in state they become felons. In the new awb it says this section does not apply to or affect any of the following (ii) Any nonresident who transports, within 24 hours, a weapon for any lawful purpose from any place where the nonresident may lawfully possess and carry that weapon to any other place where the nonresident may lawfully possess and carry that weapon if, during the transportation, the weapon is unloaded, and neither the weapon nor any ammunition being transported is readily accessible or is directly accessible from the passenger compartment of the transporting vehicle. In the case of a vehicle without a compartment separate from the driver's compartment, the weapon or ammunition shall be contained in a locked container other than the glove compartment or console. So how does this new awb affect non resident constitution-carry and conceal carry permit holders, Does this now leave non residents with no path to concealed carry in their vehicle by requiring during the transportation, the weapon is unloaded, and neither the weapon nor any ammunition being transported is readily accessible or is directly accessible from the passenger compartment???? Are otherwise legally armed non residents now considered felons if they bring their firearm and stay for more than 24 hours with their firearm????
The 24 hour exemption is only talking about banned firearms under the Illinois assault ban. If you have a pump action shotgun or a bolt action rifle, or any firearm that’s not prohibited from the Illinois assault ban then you can carry that firearm for your entire period when in Illinois. If it’s a prohibited firearm under the assault ban then you only have 24 hours to stay in Illinois with that firearm.

@@NorthCentralBuggy Ah I see the confusion. Part (ii), the paragraph you are referring to, is apart of an entire section, Sec. 24-1.9. This section defines and list weapons' that are banned for the assault weapons' ban specifically. If you are looking at the pdf of the Illinois assault ban and scroll one page before part (ii) you see that is states and I quote "This Section does not apply to or affect any of the following:". In conclusion, the assault weapons that are banned are defined and listed in Sec. 24-1.9, but part (ii) is one of the exceptions that a person is able to have a so called assault weapon, which would be if they are a non-resident and travelling through Illinois, which they only have a 24 hour window and must have the assault weapon unloaded and locked in a case if in a single cab car, or unloaded and inaccessible in all other cases.

The reality is that this ban is unconstitutional and will hopefully be overturned before I return for a visit, because the new awb was rushed through and passed in the middle of the night and written so poorly that it's easy to not understand exactly what the politicians have done and I certainly don't want to take the chance of being pulled over by the state police on the interstate for some minor traffic infraction and wind up being charged with some bullshit because the state police officer may believe I'm guilty of not being in compliance and then I become entangled in an expensive legal minefield.
They use the term “case” but very loosely. It can be on the lines a rifle bag as long as it’s LOCKED. My advice would be to not even bring in a banned firearm as you will have to most likely appear in court, especially since you were going to use that gun in Illinois, regardless of intentions. I would avoid Illinois,and ESPECIALLY Chicago if possible because Chicago has even more restrictions and laws that have to be followed. Check Cook County’s gun laws and Chicagos laws as well. In the end best thing to do is just find a different range in another state.
I’m from Georgia which now has constitutional carry and also issues ccw permits. I was told that I needed a permit to legally carry in another state that has reciprocity with Georgia. Not sure what would happen if the state doesn’t issue a permit.
You may keep them if you have them. You won't be able to buy new ones. You won't be able to carry them, but can possess them in some places like your home, the range, etc..

As it currently stands the Assault weapon ban is in effect, passed in January. I’m not a lawyer, I don’t know for sure, but I would assume you wouldn’t be able to enter the state with them legally. You would be in legal trouble if you were found to have them in Illinois. There’s a grandfather clause for current Illinois residents who purchased them before the ban’s effect. Registration for the “illegal” firearms begins October 1st. There are lawsuits pending against the assault weapon bans. Things look favorable, but we won’t be sure until there’s a final ruling of sorts in the courts that say the law is unconstitutional and overturned. Honestly, I’d recommend finding work in a red state, they value the constitution and some don’t have property taxes.
Does the magazine ban apply to a non resident who is just driving through? My walther carries 17+1. Would I have to get a 10 round mag if iam only driving through?

Say I have a "scary black rifle" that is locked in a pelican case in the back seat of my truck. I'm driving on the interstate through Illinois (just passing through) and pull off to get gas. What happens if there is an incident where the case or vehicle gets stolen? Would Illinois assist me (an out of stater who was a victim of a crime), or will they charge me for "supplying" a scary black rifle to a behaviorally challenged individual (aka criminal)? I like to put my favorite ‘Snickers’ candy bar sticker on my transport case. So, one may not presume that it is what it is. A firearm transport container. A few extra candy bars & empty wrappers are advisable.
The answer is yes, the law says it is ok. The problem is cops don't know the law and you may be arrested for any reason and then have to prove your innocence. If I were an out-of-state resident carrying in my car in Illinois, which I believe to be legal, I would also print out that page of the law and carry it in my car with me.

In my opinion yes, based on the letter of the law from the concealed carry licensing act, because you are legal to carry in your state of residence. However, one may be arrested for any reason and then have to prove their innocence.

Avoid the interstate highways as much as possible and check to see if the counties you're driving in are 2A sanctuary counties. Mine is and all the surrounding counties, so I'm safe. It helps that I don't travel much. Plus the sheriff trained and certified me for my CCW.

That said, I have MANY friends and associates in Illinois law enforcement, from State police to police chiefs to officers, and MANY of them have told me they would respect a CCW from another State. Yeah it's better here than NJ. They profile out of state license plates passing through and scan them to to see if the driver has a CCW in their home state. If they do, they'll pull them over just so they can bust the driver for having a firearm.

Always assume people are paying attention and notice you if you are carrying something THEY will see as out of the ordinary. If you are carrying a non descript box, they'll think you're moving. If the box says GUNS AND AMMO, they'll be karens about it. Case in point with the truck driver who decided the Glock marked case was a good idea. If you carry your guns in a backpack, carry in a regular plain backpack with no tactical shit on it so no MOLLE or in camo colors. Just a plain jane backpack. I like to add a bunch of nerd shit and anime shit all over mine.
I do NOT wear any gun branded clothing. BRCC, Grunt Style, camo colored pants and shirts or even hats. Wear plain looking clothes to blend in. I wear clothing with comic book brands, make myself look like someone you don't take seriously. People don't linger on people that are giving off the harmless face but they WILL remember people who frown too much or have angry faces.
I know a guy who does NOT understand this concept. When we go to the range, I carry all my shit in soft cases that look like fishing bags, sports bags, duffel bags. My friend apparently doesn't care and has all his long guns in hard pelican cases. It's called keeping a low profile.

I have a friend from Florida. He has to go from Florida and can conceal carry his firearm in every state except for Illinois on his way to Wisconsin.

In a case. No magazine can be in the gun, and the magazine or magazines can not be loaded. The chamber of the gun has to be empty to or else it's a felony and that person will be arrested. Actually, if you have a permit from your home state you can conceal carry inside your vehicle when traveling through Illinois. For non residents you overlooked the 24 hour exemption and it appears that they no longer allow you to keep it in the glove compartment or center console, "other than the glove compartment or console" also the important requirement that during the transportation, the weapon is unloaded, and neither the weapon nor any ammunition being transported is readily accessible or is directly accessible from the passenger compartment.
I'm referring to a very important part of the new law signed by governor pritzker, The new exemption for non residents is of only 24 hours to be in the state with their firearm aperently thereby precluding otherwise legally armed non residents the ability to bring their firearm when they visit family, friends or travel to Illinois for a college education or come for a business trip of greater than 24 hours.
There is no ccw reciprocity for non residents and now it appears if they bring their firearm and exceed 24 hours in state they become felons.
In the new awb it says this section does not apply to or affect any of the following (ii) Any nonresident who transports, within 24 hours, a weapon for any lawful purpose from any place where the nonresident may lawfully possess and carry that weapon to any other place where the nonresident may lawfully possess and carry that weapon if, during the transportation, the weapon is unloaded, and neither the weapon nor any ammunition being transported is readily accessible or is directly accessible from the passenger compartment of the transporting vehicle. In the case of a vehicle without a compartment separate from the driver's compartment, the weapon or ammunition shall be contained in a locked container other than the glove compartment or console.
So how does this new awb affect non resident constitution-carry and conceal carry permit holders, Does this now leave non residents with no path to concealed carry in their vehicle by requiring during the transportation, the weapon is unloaded, and neither the weapon nor any ammunition being transported is readily accessible or is directly accessible from the passenger compartment????

The 24 hour exemption is only talking about banned firearms under the Illinois assault ban. If you have a pump action shotgun or a bolt action rifle, or any firearm that’s not prohibited from the Illinois assault ban then you can carry that firearm for your entire period when in Illinois. If it’s a prohibited firearm under the assault ban then you only have 24 hours to stay in Illinois with that firearm.

This section defines and list weapons' that are banned for the assault weapons' ban specifically. If you are looking at the pdf of the Illinois assault ban and scroll one page before part (ii) you see that is states and I quote "This Section does not apply to or affect any of the
following:".
In conclusion, the assault weapons that are banned are defined and listed in Sec. 24-1.9, but part (ii) is one of the exceptions that a person is able to have a so called assault weapon, which would be if they are a non-resident and travelling through Illinois, which they only have a 24 hour window and must have the assault weapon unloaded and locked in a case if in a single cab car, or unloaded and inaccessible in all other cases.

The reality is that this ban is unconstitutional and will hopefully be overturned before I return for a visit, because the new awb was rushed through and passed in the middle of the night and written so poorly that it's easy to not understand exactly what the politicians have done and I certainly don't want to take the chance of being pulled over by the state police on the interstate for some minor traffic infraction and wind up being charged with some bullshit because the state police officer may believe I'm guilty of not being in compliance and then I become entangled in an expensive legal minefield.

They use the term “case” but very loosely. It can be on the lines a rifle bag as long as it’s LOCKED. My advice would be to not even bring in a banned firearm as you will have to most likely appear in court, especially since you were going to use that gun in Illinois, regardless of intentions. I would avoid Illinois,and ESPECIALLY Chicago if possible because Chicago has even more restrictions and laws that have to be followed. Check Cook County’s gun laws and Chicagos laws as well. In the end best thing to do is just find a different range in another state.

As it currently stands the Assault weapon ban is in effect, passed in January. I’m not a lawyer, I don’t know for sure, but I would assume you wouldn’t be able to enter the state with them legally. You would be in legal trouble if you were found to have them in Illinois. There’s a grandfather clause for current Illinois residents who purchased them before the ban’s effect. Registration for the “illegal” firearms begins October 1st. There are lawsuits pending against the assault weapon bans. Things look favorable, but we won’t be sure until there’s a final ruling of sorts in the courts that say the law is unconstitutional and overturned. Honestly, I’d recommend finding work in a red state, they value the constitution and some don’t have property taxes.

The answer is yes, the law says it is ok. The problem is cops don't know the law and you may be arrested for any reason and then have to prove your innocence. If I were an out-of-state resident carrying in my car in Illinois, which I believe to be legal, I would also print out that page of the law and carry it in my car with me.

In my opinion yes, based on the letter of the law from the concealed carry licensing act, because you are legal to carry in your state of residence. However, one may be arrested for any reason and then have to prove their innocence.

You are giving wrong information because you are not including the fact that under the Illinois Firearm Concealed Carry Act, out of State residents who are allowed to carry and conceal a weapon in a vehicle in their home State ARE ALLOWED to do so in Illinois as well. Concerning an out of State resident carrying a weapon (legally) in a vehicle through Illinois, according to the Illinois Firearm Concealed Carry Act:
They must be eligible to carry in their home State.
They CAN take the weapon out of the vehicle (in order to place it in the vehicle's trunk if they are exiting the vehicle). Specifically, according to Paragraph 65(b) of the Illinois Firearm Concealed Carry Act pertaining to out of State residents concealing firearms within their vehicle:
"The firearm (and any ammunition):
must be stored out of plain view within the vehicle; and
may be carried in the immediate area surrounding the vehicle only for the limited purpose of storing or retrieving a firearm from the vehicle's trunk."
Source: Illinois State Police Law Bulletin of August 2018 titled, "Out of State Residents Concealed Carry within a Vehicle".
Note that the above does not apply to anything ILLinois considers to be a so-called "Assault Weapon" (which do have to be locked up and unloaded), but does apply to any normal pistol or revolver.
