Well, the 2.0 in the Giulia's are (or were) all identical. It was just the map that made the 280bhp for the Veloce. I believe they made changes to the engine to ensure people didn't just buy a standard car and then have it mapped.
The "normal" Giulia and the Veloce share the same 2.0 Turbo Engine. You can get the same Power from it. If you don't need the Veloce Sport Package, you can buy the "normal" Giulia. It is that simple ;)

The GTA has Sport Cup 2, not 4s. And one of the reasons was that Pirelli doesn't make the Trofeo R in the size for the GTA. And it's not a big market for only 500 cars. BR Performance gives this car 310-320 stage 1, I don't know what you mean by Stage 3. Has it changed turbo, intercooler, downpipe and so on?
I drove the GTAm last week (video dropping today) and I've been told they've gone for the Michelin as the car was better to drive, Pirelli would've been happy to develop a tire for Alfa Romeo even for "just" cars (they do that for Pagani which makes even less cars, so why not for Alfa?).
