I am going to read this when I have time, but just from the last illustration I can tell you it is Pico. I read the previous page and in fact Pico is telling the other pilot how he got reminded of his Wild Goose days watching him race.

I've added this back on Wikipedia's "List of F-Zero media" in 2009. Very tricky to source. I had to rely on the National Diet Library. lol

"Glid" may be a mistransliteration of the word "Grid" given that the Japanese have trouble distinguishing "l" and "r" apart. Although why that chapter would be called "Grid" I have no idea.
