Honestly for SnS the differences aren't too overbearing. Sure it won't be fully accurate and some speedruns with just base Rise might look very different but it's not like old ones aren't replicable. The weapon that really is misrepresented for base Rise if it launches with the Sunbreak balance changes is the Longsword which went from best melee in Rise by far to just fairly good in Sunbreak, but that is by heavy use of Switch skill swap and new skills. In base Rise it might actually now be among the weaker choices.
Drill slash and windmill in particular would become very inaccurate if it got Sunbreak balance changes. Drill slash is useless and windmill can actually compete with metsu. But ya, at the end of the day, my current tutorial would still help even if some parts become wrong.
I'm thinking it will still be useful, but when they release for Wii U you may need to make a new one
