I think he does frown on blood magic as most people think of it, which is as a way to mind control and bind people and spirits, as well as do blood sacrifices for power, which is what happens when the practice goes unchecked and is allowed to be taken too far. Makes sense that a man who values freedom and free will above all else would take offence to Rook's tone. Blood magic merely used as a means to an end to chanel and strenghten simple spells, or make communication as a last resort during an emergency is not the same as that, but most people tend to paint all people who perform even a little bit of blood magic all the same, which he does also take offence to in Inquisition if the Inquisitor argues with him that its all evil no matter what. He recognizes that there's nuance and is offended when others don't.

There is also the minor fact that he is literally the god of lies.
and the other minor fact that he is actively trying to convince the player to work with him. the inquisitor and rook are two different individuals.
He's lying. You'll find this thorough the story.
