In this case DJ had done nothing wrong, and after the builder had spoke to the police they didnt seem to have formed any ideas of their own that DJ had done anything wrong, they didnt even try to ask him his name which was good.

That police officer is completely uneducated: In validating the concerns of that man and not explaining that you WERE OPERATING LEGALLY she has now given that man the impression he can call the police on anyone near the site in future, even without any crime or suspicion of a crime.
One of the more infuriating interactions with a clueless police officer that I've seen. These types of interactions should be used by the police force to evaluate incompetency in their officers. If this was one of my subordinates I'd be retraining them immediately.

BX07 VCV is registered to a FORD Colour WHITE - correct me if I am wrong but I have a "feeling" that Transit Van was BLUE in colour - maybe the police should be more "concerned" and invest their precious time into investigating why that van is showing the wrong colour on the DVLA database instead of causing harassment alarm and distress to law abiding film makers?

The issue is that DJ had a good initial interaction with the builder and everything seemed fine. Why didn't the builder or management come back and talk with DJ if they had concerns?

I love it when Police use the word "Loitering" to indicate that you did something wrong when under UK law "Loitering" would only be an offence if you was a prostitute (under the Street Offences Act 1959 as Loitering as an offence otherwise was in the Vagrancy Act 1824 which was repealed last year).

They so often ask you to ''move out of the road, move away from the gate'' etc despite there being absolutely no vehicler traffic in site and it taking only one second to move should one appear. It's like it's there opening gambit - let's tell him what to do and try and get him to comply.
Getting someone to do something you say establishes who is senior in the interaction and sets precedent for the interaction.
Someone who has complied once, regardless of the request, has reduced resistance to other requests/commands.
