This theme plays in the second most emotional scene in the movie. The most emotion scene is when Serizawa sacrifices hi self.

Serizawa: Ogata, please forgive me. If it could be put to good use, I'd be the first to reveal it to the world. But right now it's nothing but a weapon of mass destruction. Please understand!
Ogata: I do understand. But if we don't stop Godzilla now, what's to become of us?
Serizawa: Ogata... if the Oxygen Destroyer is used even once, the politicians of the world won't stand idly by. They'll inevitably turn it into a weapon. A-bombs vs A-bombs, H-bombs vs H-bombs - as a scientist- no, as a human being- adding another terrifying weapon to humanity's arsenal is something I can't allow.
Ogata: Then what do we do about the horror before us now? Just let it happen? Only you can save us from this tragedy. Even if you defeat Godzilla, how can it be used as a weapon if you don't publish your research?
Serizawa: Ogata, we humans are weak animals. Even if I burn my notes, everything's still in my head. As long as I'm alive, who can say I wouldn't be coerced into using it again? What am I going to do?! If only I'd never invented it!
TV News: "O peace, O light, hasten back to us"- that's the prayer for peace being offered up nationwide today. We're broadcasting one such scene from Tokyo. Listen to these young girls as they sing from their hearts.
Choir: 🎶Hasten back to us! May we live without destruction. May we look to tomorrow with hope. May peace and light return to us. Our hearts are filled with prayer, This we pray, Hear our song, And have pity on us. May we live without destruction. May we look to tomorrow with hope. 🎶
    (Serizawa turns off the TV)
Ogata: Serizawa! What are you doing?!
Serizawa: Ogata, you and Emiko win. But this will be the first and last time I ever allow the Oxygen Destroyer to be used as a weapon.
    (Serizawa burns his research)
    Emiko: (sobbing)
Serizawa: Don't cry, Emiko. This is the only way to make sure it doesn't fall into the wrong hands.

"We knew the world would not be the same. A few people laughed, a few people cried. Most people were silent. I remembered the line from the Hindu scripture, the Bhagavad Gita; Vishnu is trying to persuade the Prince that he should do his duty and, to impress him, takes on his multi-armed form and says, 'Now I am become Death, the destroyer of worlds.' I suppose we all thought that, one way or another."
    - J. Robert Oppenheimer

Dr. Serizawa: Ogata, humans are weak creatures. Even if I burn my notes, the secret will still be in my head. Until I die, how can I be sure that I won't be forced by someone to make the device again? AH! What am I going to do?
Radio Reporter: Oh peace, oh light return the prayer for peace that took place all over the country today. Here we see the Tokyo chapter of this event. Listen to the young voices as they put the strength of their lives into their song.
Children's Choir: Oh peace, oh light hasten back to us. May we live without destruction. May we look to tomorrow with hope. May peace and light return. Our hearts are filled with song. This we pray. Hear our song. And have pity on us.

    Psalm 23
The Lord is my shepherd, which I do not want,
He makes me lie down in green pastures, he leads me beside quiet waters, he restores my soul.
He guide me in paths of righteousness for his sake.
Even though I walk through the darkest valley, I fear no evil, for you are with me; your rod and your staff, they comfort me.
You prepare a table before me in the presence of my enemies.
You anoint my head with oil; my cup overflows.
Surely goodness and love will follow with me all the days of my life, and I will dwell in the house of the Lord forever.

May mankind never have to resort to the A-Bomb or any kind of nuclear weapon ever again. If the Japanese had only surrendered, this double atrocity would have never happened, hopefully mankind learned a lesson after this, but I fear not.
