Another tip I saw on Steam was to turn off 'Controller' (unless you're using one) and 'Vibration' in the in-game settings. For some reason, this fix will give you a good 5-10 fps.
+Alex Pollino No, you are wrong. The eyes aren't capped to a certain framerate. The only limitation is the refresh rate of your monitor. Most monitors have a 60hz refresh rate. Some have higher.
more than 60fps can be unhealthy for the engine this game uses... the physics speeds up. the audio desyncs and you have a good chance of introducing game breaking bugs which will fuck up your playthrough in the longterm... Bethesda limited frame rates to 60 for a reason...

I just wanted to say a HUGE thanks to you Panjno for putting together this tool and video. I ran through all the steps minus the CPU core part and now for the first time the game is actually playable! It went from a horrific choppy unplayable mess at any location on the map to an awesome game. My only question is- do you know which setting change(s) from the video might have made lock picking move at hyper speed? I think it took me 13 tries to unlock a novice safe haha

aren't you just essentially speeding the game up? I did this and all it did was make locking picking stupid, physics in the game were stupid fast and flying everywhere. I wouldn't call this a fix at all.
I wouldn't recommend uncapping the fps. The fallout 4 engine gets kind of weird when you do that, so this guy probably should have mentioned that before he said to do it.

The biggest increase would be from unparking cores, if you run on a laptop it's not a good idea to unpark them due to the increased heat generated (thanks to a reddit post)
a wet jigsaw puzzle with a time limit. is this a bad thing? Because w/ Vsynch my game produces 35-40 fps at ultra. w/o vsync = 70 fps, which i capped to 59.9 with rivatuner. So its a good thing for me.
You can check by right clicking on your desktop, selecting display settings, advanced display settings, display adapter properties, then looking at chip type. Respond once you found it.

Setting IPRESENTINTERVAL to 0 and turning Vsync off actually helped me, I am playing on a 19" CRT and since I put it on 110hz I really needed those fps. Glad I can now play it on Ultra at that refresh rate. thanks man. The Config tool is amazing.
not for me, i have a pretty good pc, but have lag spikes around urban areas of the game and usually goes down to 20 fps, and lowering game setting didnt help for me
The point being made is that there are certain settings that have almost no change in visuals if you decrease but increase performance massively, he was pointing out those settings.
i got like 2000 fps then it is 300 fps on nvidia gtx 1080 and everything is weird.. People are speaking so fast and when i am walking or running it goes more more faster.. i will put the setting back and cri on the corner..
Because the games engine is shit and simply can't handle more then 60fps. A lot of games that are capped at 60fps only have that cap for reasons like this.

Guys don't follow this guide... He shows how to turn off V-sync which also caps FPS to 60, which is the highest you should use on FO4 because the engine is based on it, if you have over 60FPS the game breaks. Rather look for video "FO4 how to disable Vsync and cap FPS" or something like that

Thanks! I was at 45-60 on medium settings and when I did everything, my fps didn't change at all, but I then realized I had everything at ultra, so it worked.
Despite the increase in performance this has given me... some areas of the game, like the dense downtown area near good neighbor STILL dip into the 30 FPS. Yeah, other areas see HILARIOUS increase in frames, but that downtown area still sucks diddly.
Caelus I used that before and I still get 8-14 frames in urban areas like the main city. I have a gtx 1070. In all other areas I get 36-52 fps with dense grass and a flora overgrowth mod. And with God rays and everything on ultra, ENB, and texture mods. The fps in cities with all those mods will stay the same for me holding only 8-14 or 18 fps if I'm lucky. With ENB and all mods disabled/uninstalled when I go into cities I still only stay with 10-20 fps in cities/urbane areas. Nothing works. I even did an uninstall and reinstall.
you don't need software to unpark cpu cores. they automatically unpark on the "High performance" power setting. on balanced and below they only park when they are not being used. never mess with the ugrids settings max particles don't really cause a drop. the main fps boost comes from the fdirshadowdistance aka shadow distance setting because shadow culling isn't a thing also the highest "officially" supported fps is 72. reminder that jump height and other stuff is effected by a framerate higher than 60.

Warning: Do not go over 60fps in a bethesda game! The games speed depebds on your fps. Going over 60 fps can make the game bug the fuck out, objects will randomly fly through the air and you'll be fucked
On my monitor I have to change the desktop resolution. If I set the game to low resolution and try to go fullscreen it will go fullscreen and set itself to the desktop resolution.

The texture quality literally changes nothing. It may be something weird with my system but I compared the medieum-ultra quality and saw no difference at all. I was running at 1080p

I play with a USB controller and when I disable V-Sync (IPresentInterval) it makes me scroll the menu so fast to the point where I can't click what I need to click. Like if I scroll down at the main menu screen it'll scroll all the way to the bottom. I re-enabled it to make sure that's what was causing the problem and went back to normal. Idk why changing V-Sync would cause this to happen.
I'm sorry I just have to point this out becuase it's bothering me. I appreciate the work he put into this, but the Anisotropic filtering literally has one of the least impacts on frame rate and would be one of the last things to turn down, and it makes the game look a hell of a lot better. You'd lose like 1 frame maybe you put it max. Shadow distance godrays and shadow quality are usually the killers of frame rate.
So some people are saying it fucked up their fps, im running on a dell laptop, I dont know the core but I get 15-20 fps on vanilla. Will this help increase frames?

the new version of fallout 4 tweaker is much different then the one in the vid. you might want to consider updating your video. Also removing DOF (Depth of Field) will remove all underwater effects. Additionally its incorrect to say that lowering the numbers in threads for Grass from 20 to 10 would increase performance. The LOWER the number is the HIGHER the density becomes. So it will actually DECREASE performance by lowering that number.
In the INI file it is iMinGrassSize so what it is really doing is making finer blades of grass possible, which would increase density as you said. Let me go set that to 200 just to see....

CPU is FX-6300, unparked the cores and set the threads to 3. (Stock Speed) Card is R7 360 (Stock Speed) with Driver 16.1 8GB RAM @ 1600 Mhz (Stock) HDD 1TB @ 7200 Should i leave my threads at 3 or can i do 6? Since my pc says the 6300 has 6 logical processors.
I can't turn god rays off for some reason. They are the main thing killing my game and every time my fps is relatively fine, until I look in a location where there are godrays Every time I turn them off in the Advanced setting section, I press OK, then I pull them right back up to check on them a second time and low and behold godrays have umped themselves up to low, which still kills it for me. The shadow distance is atrocious with 1500, in the video cars further than 20 meters had no shadows at the end and the buildings entire shadow was not even rendered. You'' get better fps with this guide but the game will look like shite.

Halving the grass to 10 will decrease your performance. The lower that number is, the more grass is rendered. Increase for improved performance.

you do want to cap it because it makes your system work much harder and heat up your graphics card and cpu but it will run very smoothly at 60fps

what if i can't like run the game? when i run it (on lowest) its like less than 20 ussualy, but sometimes i can't even enter it, like it chrashes, just doesn't run it, its obviously cuz of hardware, would this fix it?
when i try finding Fallout 4 on the Tweaker and choose Fallout 4 it says "critical error" always..
I'm still stuck between 19 and 25 fps...
I play with a USB controller and when I disable V-Sync (IPresentInterval) it makes me scroll the menu so fast to the point where I can't click what I need to click. Like if I scroll down at the main menu screen it'll scroll all the way to the bottom. I re-enabled it to make sure that's what was causing the problem and went back to normal. Idk why changing V-Sync would cause this to happen.
I'm sorry I just have to point this out becuase it's bothering me. I appreciate the work he put into this, but the Anisotropic filtering literally has one of the least impacts on frame rate and would be one of the last things to turn down, and it makes the game look a hell of a lot better. You'd lose like 1 frame maybe you put it max. Shadow distance godrays and shadow quality are usually the killers of frame rate.

So some people are saying it fucked up their fps, im running on a dell laptop, I dont know the core but I get 15-20 fps on vanilla. Will this help increase frames?
i literally have a max of 33 fps 81 would be a blessing
81 whould not be a blessing as when the game runs more then 60 fps physics decides to commit suicide and props start flying and having no weight

the new version of fallout 4 tweaker is much different then the one in the vid. you might want to consider updating your video. Also removing DOF (Depth of Field) will remove all underwater effects. Additionally its incorrect to say that lowering the numbers in threads for Grass from 20 to 10 would increase performance. The LOWER the number is the HIGHER the density becomes. So it will actually DECREASE performance by lowering that number.
In the INI file it is iMinGrassSize so what it is really doing is making finer blades of grass possible, which would increase density as you said. Let me go set that to 200 just to see....

Card is R7 360 (Stock Speed) with Driver 16.1
8GB RAM @ 1600 Mhz (Stock)
HDD 1TB @ 7200
Should i leave my threads at 3 or can i do 6? Since my pc says the 6300 has 6 logical processors.
I can't turn god rays off for some reason. They are the main thing killing my game and every time my fps is relatively fine, until I look in a location where there are godrays
Every time I turn them off in the Advanced setting section, I press OK, then I pull them right back up to check on them a second time and low and behold godrays have umped themselves up to low, which still kills it for me.

The lower the grass value is, the more dense it is, don't halve it to 10, set it to 40 and see where it gets you.

The shadow distance is atrocious with 1500, in the video cars further than 20 meters had no shadows at the end and the buildings entire shadow was not even rendered. You'' get better fps with this guide but the game will look like shite.
