Thanks for an interesting video, Marcus! I'm jealous of the flight time you get on that drone. At 67% battery, you still had over 26 minutes of flight time left! My Air 2S is flying on fumes after 25 minutes in the air.
Your area is not known for seismic activity and the potential of unknown water saturation could have lead to the slide/unstable land to support the development. If prior to excavation there were heavy winter conditions could have caused a high levels of moisture saturation making the ground unstable. Somebody felt the numbers were in tolerance for the project, they got it wrong.

I remember this going down in 2016. Lots of finger pointing was going on. I left the state for work reasons so I never did find out if there were red/yellow flag warnings from the site engineers. In any case, it seems developers are too eager to build and gain a buck from the incoming out of state people. The Boise River flooding in the Eagle area is another issue.
In the end, it’s all of the above with the city, engineers, and developers. Even in the flat areas like Eagle and Star for example, the developers built on land that’s 10ft above the water table. Can’t tell you how many number of homes have water underneath in their crawl space causing problems. Yet they continue to hand out permits like candy building away while the roads remain a single lane. There’s new areas where they built through winter and when spring came, the street and homes cracked after the permafrost thawed. It’s insane, these people belong in prison.
